    Summary You will serve as a QUALITY ASSURANCE SPECIALIST in the Industrial Quality Department of FLEET READINESS CENTER SOUTHWEST.

    This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

    Duties * You will document corrective actions needed for continuous improvement in cost, schedule, and quality, providing information into Continuous Process Improvement Managment Tool as required.

    * You will serve as a leader on Process Improvement Teams and on other committees to affect continuous improvement in quality, cost, and schedule.

    * You will provide guidance and recommend new policies and/or revision to policies, procedures, and processes to the Integrated Product Team/ Competency leaders.

    * You will represent the Fleet Readiness Center at meetings and conferences for the purpose of providing associated quality data and information.

    * You will manage and facilitate change recommendations and request for waiver that are relative to the organizational, intermediate, and FRC level operations defined in the Naval Air Systems Command Naval Aviation Maintenance Program Manual.

    * You will facilitate regularly scheduled reviews/ inspections conducted by the Naval Air Systems Command Aviation Maintenance Management Team, assigning corrective/ preventative action of finding to the responsible level of management.

    * You will develop and maintain comprehensive Quality Assurance management plans based on knowledge of quality methods, practices, and processes pertinent to the assigned weapons system.

    * You will perform all quality related functions of the Material Acceptance Program. * You will conduct contract review of quality requirements during contract development. * You will develop a comprehensive Quality in-process inspection/ acceptance program for Organic Manufacture at the Fleet Readiness Centers. * You will ensure that quality is built into products manufactured, and contract requirements are complied with.

    * You will manage the Training Program for Quality Assurance Specialists, developing and presenting formal and on the job training instructional material to newly hired and existing QA Specialists.

    * You will Monitor command programs through periodic auditing and verification, conducting working level forums with Quality Assurance and other FRC personnel to evaluate program performance.

    * You will develop statistical and other analytical techniques to review data for the purpose of isolating facts to identify relationships and trends leading to causes and frequency of defects and quality deficiencies.

    * You will prepare trends reports used by appropriate management levels in the Quality Competency and in other organizational units in the FRC.

    * You will conduct investigations to determine contributing factors leading to processing deficiencies.

    * You will conduct audits to determine conformance to process, product and procedural requirements, identifying and documenting deficiencies and making recommendations for corrective/ preventative actions.

    * You will participate in audits conducted by higher authority, such as those conducted by NAVAIR Aviation Maintenance Mangement Team.

    * You will ensure that the QA program design effectively interfaces with relevant industry standards used for overall business modeling and management.

    You must be able to travel on military and commercial aircraft for extended periods of time.

    * You will be required at times to climb work stands or aircraft, and work at heights up to 40 feet for periods of one to two hours.

    * Requires both eyes, arms, and legs due to working in eye hazard areas, inspections, and required climbing. * Near vision correctable at 14" to Jaeger 2 and far vision correctable in one eye to 20/20.

    * Subject to high noise levels; Hearing protection must be worn for noise levels of 85 dba and double protection above 105 dba.

    * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

    * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

    Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following: 1) Performing analysis by reviewing sketches, engineering drawings and data, pertinent specifications, and available equipment to identify characteristics critical to product acceptability; 2) Conducting inspections and audits of materials, products, processes, and services for conformance to specifications and requirements; 3) Analyzing data to detect unsatisfactory trends or weaknesses in the quality or verification program; and 4) Preparing technical reports documenting inspections, testing results, or deficiencies and recommending corrective action.
