About The Position


The City seeks an Assistant Director of Finance with a strong understanding of municipal finance/governmental accounting and budgeting, payroll, utility billing as well as complex financial analysis related to preparing and monitoring the citywide budget.

The candidates will have demonstrated experience implementing technology to enhance operations and the customer experience.

In addition, the ideal candidate will be a trusted leader, a collaborator and have a track record of building productive relationships throughout the organization and proven accountability for stakeholder satisfaction and process transparency.

The Assistant Director of Finance will report to the Director of Finance and support the City's sustainable financial plan for the future as well as develop and grow the City's talented finance staff.

About The Finance Department


The Finance Department is staffed by 19 FTEs and is responsible for accounting operations, payroll, utility billing, budget, financial reporting, debt issuance and management and investments for all the City departments and agencies (including the Successor Agency to the former Redevelopment Agency, Pittsburg Power Company and Housing Authority) and Risk Management.

The Finance team strives for progressive investment in our community's future, as well as in our organization and staff, so that the City of Pittsburg can operate efficiently and effectively.

The City of Pittsburg is a culturally rich and diverse community of over 72,000 residents and expected to grow to 90,000 in the next 20 years.

Pittsburg is located in Northern California in the Bay Area Region and is perfectly situated for easy access to the greater Bay Area, San Francisco, Napa Valley, Sacramento, and the foothills of the Sierra Nevada Mountains and Lake Tahoe.

Pittsburg City Hall is also conveniently located a short walk from the Pittsburg Center Station for the Bay Area Rapid Transit System (BART), making a commute from cities throughout the Bay Area very easy.

The City of Pittsburg operates under a council-manager form of government and derives its authority from both the California constitution and laws enacted by the state legislature.

All legislative power is held by the publicly elected five-member City Council, which consists of the Mayor and four Council Members.

The City also has an elected Treasurer who is responsible for reviewing and examining all investments made by the City of Pittsburg authorized personnel.

Pittsburg's all funds budget for FY 2025/26 is $248.6 million and a General Fund budget of $67.0 million with a staff of 312 FTEs.


The City's government consists of the following departments:

City Attorney, City Clerk, City Manager's Office, Community and Economic Development (Building and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency), Recreation, Human Resources, Finance, Police, and Public Works (Operations/Maintenance, Engineering, Utilities, Facilities, Parks, and Water Treatment).

Examples of Duties

Assist the Finance Director in managing and directing the Finance Department.
Assist in developing department goals and objectives; assist in the development of and implementation of policies and procedures.
Plan, organize and direct financial activities including accounting, accounts payable/receivable, payroll, customer service and business licensing.
Plan, organize and direct citywide budget activities including annual operating and capital improvement budget development, coordination, communication, and training.

Direct, oversee and participate in the development of the Finance work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.

Manage and participate in all activities related to the City's accounting function, including the accounting system, accounts payable, payroll, accounts receivable, processing and issuance of checks, and cash receipts.

Maintain and reconcile a variety of ledgers, reports, and accounting records; examine accounting transactions to ensure accuracy; approve journal vouchers to post transactions to accounting records; perform month-end, fiscal year-end, and calendar year-end accounting system processing.

Maintain the system of internal controls over the City's revenue collections and expenditures.

Prepare and analyze a variety of complex financial reports, statements, and schedules; prepares new-year, mid-year, year-end, and special reports, including the State Controller's Report and Annual Comprehensive Financial Report (ACFR).

Prepare the Finance department budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.

Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.

Serve in the absence of the Finance Director.

Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Research and prepare technical and administrative reports; prepare written correspondence.
Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
Foster an environment that embraces integrity, service, inclusion and collaboration.
Be an integral team player, which involves flexibility, cooperation, and communication.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Perform related duties as assigned.

Qualifications


Knowledge of:


Principles and practices of municipal finance including governmental fund accounting, budget, auditing, and/or utility billing operations and applicable computer software management and reporting systems.

Principles and practices of policy development and implementation.
Principles and practices of leadership, motivation, team building and conflict resolution.
Pertinent local, state and federal rules, regulations and laws.
Principles and practices of organizational analysis and management.
Budgeting procedures and techniques.
Principles and practices of supervision, training and personnel management.
Modern office practices, methods, and computer equipment including relevant software programs.
Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.
Safe work practices.
Principles and practices of excellent customer service.

Ability To

Organize and direct Finance operations, ensuring compliance with City policies and procedures, local, state and federal laws and regulations.

On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.

On a continuous basis, sit at desk and in meetings for long periods of time.

Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and communicate through written means; and lift or carry weight of 10 pounds or less.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Gain cooperation through discussion and persuasion.
Interpret and apply City and department policies, procedures, rules and regulations.
Supervise, train and evaluate personnel.

Read, write and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation.

Operate and use modern office equipment and technology, including computers and applicable software.
Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.

License:

Possession at the time of hire and continued maintenance of a valid California Class C driver's license is required.


Education and Experience:
Any combination of education, experience, and training that would provide the best qualified candidates.

A typical way to obtain the knowledge and abilities would be:


Education:

Possession of the equivalent of a bachelor's degree from an accredited college or university with major coursework in finance, accounting, public administration, business administration or another field of study applicable to the responsibilities and requirements of this job class.

Possession of a master's degree in public or business administration is desirable.

Experience:

Six years of progressively responsible experience performing municipal or governmental accounting, including three years of administrative and management responsibility.
