    Summary Serves as a Management and Program Analyst for the Workforce Development Branch in Flight Standards.

    Responsibilities The incumbent is a recognized subject matter expert and lead analyst in overseeing highly complex and challenging programs/projects within the Flight Standards workforce development programs under the minimal direction of a manager.

    The incumbent evaluates national programs and policies and develops management systems and policies that are nationwide in applicability.

    Evaluates and assesses the effectiveness of all aspects of Flight Standards workforce development training programs to include, but not limited to:

    course content accuracy and suitability, instructor skills and techniques, on-the-job training programs and training delivery methods, such as resident classroom-based, computer-based instruction, simulation, virtual instructor-led and other self-paced instruction or performance support.

    Uses audit or evaluation documents/tools to evaluate bargaining unit or management employees for performance in an instructor role and develops, plans, and directs processes, procedures, workforce development performance plans in accordance with ISO standards.

    Collects, analyzes, and assesses training-related and program evaluation data, uses automated advanced technology tools to conduct timely and accurate analyses, formulates recommendations to improve effectiveness of various programs based on results of observations and structured evaluations, designs and implements key performance indicators and metrics and assimilates KPI and trend data to target areas of improvement and resource allocation.

    Independently coordinates, implements, administers and oversees technical training initiatives and other complex national training projects and programs and provides written and verbal recommendations, advice and guidance to management, other offices and across the FAA (other LOBs) and Department of Transportation.

    Maintains close working relationships with all FAA offices, Flight Standards offices and divisions and the Academy to ensure evaluations are conducted based on a risk-based, data driven schedule in a professional manner in accordance with standardized processes/ procedures Reviews and interprets regulations, orders, and related documents to assess impact on operations, plans, and programs; researches, prepares, and coordinates documents, briefings, presentations, and reports in area of responsibility.

    Incumbent represents Flight Standards Workforce Development at designated meetings, conferences, and other venues and interfaces with government, industry, public entities and international audiences, as assigned.

    Incumbent develops, interprets and disseminates applicable training program guidance and information. Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Contacts are internal and external.

    Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.

    Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.

    Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations, as situations require.

    Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas.

    Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems. Requirements Conditions of Employment We are not accepting applications from noncitizens.

    Qualifications To qualify for this position at the FV-J band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 grade level.

    Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.


    Specialized experience is:

    Experience in analyzing training-related data, preparing data visualizations and reports, presenting findings, and recommending improvements to a wide variety of audiences.
