    Position Summary:

    The primary responsibilities of the People & Culture Generalist are to administer human resource programs and procedures for the organization and provide technical assistance to the Director, People & Culture, including but not limited to: assisting employees with benefits and other employment-related questions, preparing statistical reports, preparing employment and benefits-related correspondence, planning & developing new hire orientations and arranging/monitoring training programs, processing worker's compensation claims, implementing new HR initiatives, recruiting, maintaining documentation and recordkeeping of all HR-related government programs.

    Essential Job Functions and Responsibilities:

    • Coaches employees in following the policies & guidelines set forth by Tommy Nobis Center.
    • Works closely with Tommy Nobis Center supervisors and managers providing guidance and assistance with employee relations issues. Assists with progressive discipline process, attends and/or conducts counseling meetings with employees.
    • Is a strong advocate for organizational culture; leads by example.
    • Works with Director, People & Culture to ensure all new hires, promotions, transfers, wage changes, leaves of absence, terminations, etc. are correctly handled in coordination with applicable supervisor/manager. Prepares payroll change notice forms (PCNs) with correct account coding (i.e., department numbers and labor category). Secures all necessary approvals.
    • Coordinates Payroll Coordinator to ensure all employee data in ADP Workforce Now remains current, i.e., Department number updates, benefit plans, allocation updates during budget year, etc.
    • Reviews payroll information in coordination with Payroll Coordinator pre/post submission to verify correctness and to establish "checks and balances" system for payroll information.
    • Prepares and posts job openings, composes and places ads with WebATS, DOL website and other agencies as required by the Affirmative Action Plan for all non-Nobis Enterprise positions.
    • Actively searches for new recruiting sources. Build relationships with staffing agencies, trade schools, and similar agencies.
    • Drives recruitment efforts for staff and hourly positions; coordinates with Director, People & Culture and hiring managers through interview and selection processes.
    • Schedules interviews, prepares interview information and any prescreening materials utilized for all staff openings. Coordinates with Director, People & Culture, and other applicable interviewers.
    • Works closely with Director, People & Culture during Open Enrollment process to select plans and gather statistical information for broker.
    • Tracks resumes, applications for compliance with Affirmative Action Program.
    • Generates EEO, Veteran and Affirmative Action reports and logs.
    • Maintains confidentiality of salary and wage documentation, employee disciplinary files and separation paperwork.
    • Issues separation notices to employees upon termination and coordinates unemployment processes with third party vendor including UI claim processing and hearing attendance.
    • Assists Director, People & Culture to prepare presentations and other projects as assigned.
    • Contacts workers compensation insurance carrier and completes the first report of injury whenever workers compensation incident/accident occurs. Maintains active claim file and panel of physicians.
    • Conducts yearly WC Audit.
    • Updates and prepares OSHA logs.
    • Prepare WC renewal information as requested by Director, People & Culture.
    • Coordinates annual MVR screens. Updates Designated Driver's List.
    • Maintains Driver Qualification/DOT Driver information.
    • Prepares correspondence, and other documentation as required to provide compliance with Tommy Nobis Center rules and procedures as requested by the HR VP & Administration and/or other Senior Managers.
    • Other duties as assigned.

    Non-Essential Duties

    • Represents Tommy Nobis Center in agency meetings and community events, etc.
    • Serves as a member of the Support Team assisting with front office coverage on rotation basis.
    • Serves as a People & Culture representative on the Safety Committee.

    Education & Certification:

    • Bachelor's degree in human resources, rehabilitation, business administration, or a related field preferred
    • PHR or SPHR certification preferred.

    Experience:

    • 3-5 years human resources experience
    • Experience with HRMS/HRIS systems required. ADP WFN/Comprehensive HR Preferred.
    • Proficiency with Microsoft Office (Microsoft Excel, Microsoft Outlook)

    • Understanding of federal employment regulations; knowledge of, or willingness to learn state employment regulations.
    • Awareness of OSHA regulations and compliance.
    • Understanding of personnel and compliance records management.

    • High attention to detail.
    • Excellent written, verbal, and interpersonal communication abilities.
    • Ability to maintain confidentiality.
    • Able to build business relationships.
    • Must pass drug screen and background check.
    • Eligibility to work in the United States.

    Ability to relate to a variety of participants, families, professionals, employees, and board members.

    Written Communications:

    Strong written skills required to create and prepare professional quality documentation and to effectively communicate with a broad range of individuals.

    Analytical:

    Strong ability to review statistical information to create reports, show changes, validate any deficiencies, and to establish improvement goals.

    Oral Communications:

    Ability to communicate and present information informally and formally to candidates for employment, new hires, program participants, employees, and other professional groups.

    Leadership:

    Ability to lead/coach co-employees in following the policies & guidelines set forth by the Tommy Nobis Center and other governmental agencies.

    Organizational:

    Ability to organize data, as well as workloads and work schedules. Good attendance is expected; occasional overtime may be needed.

    Problem-Solving

    Multi-task oriented with ability to make decisions based on employee's level of responsibility and to provide common sense solutions.

    Equipment

    Knowledge of computers, copy machines, fax machines

    Ability to prepare and comprehend statistical data and

    ability to perform the day-to-day tasks required to maintain operations in the Human Resources Department.

    Physical Requirements:

    Office environment not requiring strenuous physical qualifications.

    Working Conditions:

    Office environment maintaining adequate working conditions.

    Visual Effort:

    Well-lighted environment requiring average amount of visual effort.
