    The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

    positions are located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico OCS Region (GOMR), District Field Operations (DFO), Houma District/Production Operations Section, Production Operations Inspection Units A/B, duty stationed in Houma, LA.

    At the full performance level (GS-11) the major duties of this position include but are not limited to the following:


    • Performs production inspections of oil and gas facilities to ensure safety of operations and personnel.
    • Identifies deficiencies or violations of environmental and safety laws and regulations.
    • Writes reports of operations findings and Letters of Deficiency.
    • Serves as a senior inspector in the inspection of the full range of facilities, complexes, and operations typically found offshore.
    • Orders the shut-in of production major or minor facilities, operations, or part of operations that pose an immediate threat to personnel, property, or the environment.
    • Serves as lead in training lower-level inspectors, makes recommendations regarding inspector training.
    • Provides input regarding the consistency of the District inspection/enforcement program.

    Telework:


    BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.


    Travel:
    Occasional, you may be expected to travel 1-5 nights per month.


    Physical Requirements/Medical Requirements:
    Incumbent must be able to pass a pre-employment physical as per the BSEE Medical Standards.


    Work Environment:


    The work environment contains elements of exposure to potentially dangerous situations involving field visits to oil, gas, Sulphur, and other mineral facilities in the Gulf of Mexico.

    The employee may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions.

    The employee wears hardhats, safety glasses, safety-toe shoes, hearing protection, selected uniforms for the environment and takes other various safety

    precautions. Travel to and from the designated airport or land-based locations is by government

    motor vehicle. Offshore travel is by contracted helicopter, and/or Lessee furnished boat.

    This position is included in a bargaining unit.

    The American Federation of Government Employees (AFGE), Local 2798, is the exclusive representative of all employees in this bargaining unit.


    Salary Range Information:
    GS-7: $56,654 - $73,652

    GS-9: $69,298 - $90,087

    GS-11: $83,844 - $108,995


    First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

    This vacancy may be used to fill additional positions as vacancies become available.


    This vacancy is also announced as BSEE-EENN-24-FS-167(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

    To qualify for this position, you must meet the Educational Requirements OR Specialized Experience for the series/grade to which you are applying.

    GS-07

    Specialized Experience:

    To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service.

    Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.


    Specialized experience is defined as demonstrated experience:
    1)

    Participating in safety and environmental inspections of oil and gas facilities (upstream) and their associated equipment and control systems. -OR- Specialized Experience considered would be at least 1 year at the GS-05 level in the following positions:
    Roustabout, Pumper, Gauger, or Operator performing the specialized experience listed above.


    • OR-Education: Must have completed one (1) full year of graduate level education or a bachelor's degree with superior academic achievement.
    • OR-Combination of Experience and Education: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-07 level.

    GS-09

    Specialized Experience:

    To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service.

    Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.


    Specialized experience is defined as demonstrated experience:


    1) Working in a subordinate capacity while learning correct procedures from senior inspectors or other compliance personnel in preparing for, conducting, and reporting on inspections and investigations of onshore oil and gas production facilities (upstream), associated equipment and control systems; and/or conducting segments of inspections while onsite and preparing written inspection reports; -OR- performing work as either an Onshore oil and gas Pumper or Gauger; Onshore oil and gas operator (A, B, or C)/lead operator; or Onshore oil and gas field foreman performing the specialized experience listed above.


    • OR-Education: Must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

      Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work.

    • OR-Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-09 level.
    GS-11

    Specialized Experience:

    To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service.

    Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.


    Specialized experience is defined as demonstrated experience:


    1) Assisting senior inspectors or other compliance personnel in preparing for, conducting and reporting on inspections and investigations of offshore oil and gas production facilities (upstream), by conducting segments of offshore oil and gas inspections, preparing written inspection reports; and by independently conducting oil and gas inspections of less complex facilities (upstream).

    -OR- performing work as either an Offshore oil and gas Pumper or Gauger; Offshore oil and gas operator (A, B, or C)/lead operator; Offshore oil and gas field foreman; Oil and gas subsea specialist; or Offshore oil and gas electrical/instrumentation specialist/I&E Technician performing the specialized experience listed above.


    • OR-Education: Have successfully completed a Ph.
    D.

    or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related.

    Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work.


    • OR-Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.
