    Classification Description Summary


    Under limited supervision, supervises, assigns, reviews, and participates in the work of staff responsible for a wide variety of technical work in designing, developing, and maintaining Geographic Information System (GIS).

    This individual is responsible for ensuring the development and maintenance of applications based upon spatially referenced data and digital mapping.

    This individual will also preserve the integrity and design of geographic information databases.

    Essential Functions

    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


    Plan, prioritize, supervise, review, and participate in the work of staff responsible for GIS applications and modeling of City maps and mapping functions.


    Establish work schedules and methods for providing GIS services; identify resource needs; review needs with appropriate management staff; and allocate resources.


    Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.


    Participate in the selection of GIS staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

    Participate in the preparation and administration of the GIS division budget; submit budget recommendations; monitor expenditures.

    Monitor training and certification of employees within the GIS division.

    Participate in design of new GIS analysis methodologies, applications, and strategies.

    Conduct research on GIS-related hardware and software in support of procurement and system development efforts.

    Provide GIS guidance and support to the enterprise; act as single point of contact for GIS-related issues

    Lead transitions of GIS applications to next-generation environments and/or cross-functional systems.

    Coordinate with other teams to ensure availability, reliability, and scalability of GIS applications to meet business demands.

    Perform data audits and quality control measures

    Recommend and execute modifications to GIS software in order to improve efficiency, reliability, and performance.

    Administer Enterprise GIS systems

    Deliver interactive mapping solutions using Esri products and provide subject matter expertise on ArcGIS related products and services.

    Plan and sequence processing steps for creating database applications and displays.


    Manage digital map layers and data files within project work space; perform geographic system duties involving the maintenance of systems including geographic design.


    Perform complex computer processing functions including analytical modeling, three dimensional renderings, and plot creation to create visual representations of database contents.

    Design and operate complex and simple analytical processes including slope analysis.


    Educate City staff in the use of the City's internet map server and various GIS software; create and maintain a 3D model of the City.

    Maintain and publish maps for E911 dispatch.


    Utilize GIS software and techniques to perform specialized spatial analysis to produce data layers, maps, tables, charts drawings and other geographic information.

    Prepare technical documentation, reports, summaries and memoranda using GIS applications.

    Provide information to the public, contractors, developers, engineering firms and other City agencies regarding maps and service requests.


    Participate in various committees; attend and participate in professional group meetings; stay abreast of new developments in GIS and related applications.

    Perform related duties as required.

    Minimum Qualifications


    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.


    Knowledge of:


    Conversant in the basic principles of one or more of the following: Planning, Economic Development, Engineering, Asset Inventory, Government Structures, Surveying, Geophysics, Topography.

    Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS software.

    Methods and techniques of geographical research.

    Principles and practices of municipal operations, cartographic composition, geographic simulation, computer aided design, systems development, and GIS.

    Administering Enterprise GIS Software, specifically the ESRI ArcGIS Platform, including ArcMap, ArcPro, ArcGIS Enterprise/Portal, ArcGIS Server and ArcGIS Online.

    Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Pertinent federal, state and local laws, codes and regulations.

    Modern and complex principles and practices of office management and administration.

    Principles of supervision, training, and performance evaluation.

    Basic principles and practices of municipal budget preparation and administration.


    Ability to:
    Supervise, organize, and review the work of assigned staff.

    Select, train, and evaluate staff. Recommend and implement goals, objectives, policies, and procedures for the GIS division.

    Perform complex administrative and analytical activities for assigned programs.

    Install, configure, and maintain Enterprise GIS systems. Understand the organization and operation of the assigned department.

    Research, analyze and evaluate programs, policies and procedures.

    Adapt to changing technologies and learn functionality of new equipment and systems.

    Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

    Conduct extensive research, analyze data and prepare clear and concise reports.

    Work in a team based environment to achieve common goals.

    Manage and coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.


    Education and Experience Guidelines -Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:

    A Bachelor's degree from an accredited college or university with major coursework in geography, planning, engineering, computer science, or a related field; and


    Five years of professional level experience in developing and implementing automated geographic information including two years of lead and/or supervisory experience.


    OR
    An Associate's degree or two years of equivalent college level coursework in geography, planning, engineering, computer science, or a related field; and

    Seven years of professional level experience in developing and implementing automated geographic information including two years of lead and/or supervisory experience


    OR
    Two years as a GIS Analyst with the City of Reno.


    Desirable Certifications:
    GISP issued by GIS Certification Institute (GISCI)

    Certified Mapping Scientist (CMS) issued by American society of Photogrammetry and Remote Sensing (ASPRS)
