    POSITION PURPOSE:

    Performs lead role in coordinating Planning Aide activities toward ridership count surveys for National Transit Database ridership and passenger mile data, validation of automatic passenger counters, annunciator quality control checks, and special analysis as required; maintains all National Transit Database records for annual ridership audit; maintains daily NTD activity logs; assists Scheduling with proofing schedule documents by assigning Planning Aides to tasks; and assists ITS Coordinator and Project Manager (amenities) with GPS Bus Stop Photo Program by assigning tasks to Planning Aides and assuring resource availability.

    ESSENTIAL JOB FUNCTIONS:
    • Counts passengers as they board and de-board HART buses and streetcars using hand-held computers and loads other related data into computer.
    • Observes and provides written reports regarding transit operations problems.
    • Using Trapeze Ridership Analysis, determines random route sampling in accordance with Circular 2710.1A and NTD Sampling Manual.
    • Utilizes Trapeze software, performs random trip extract for bus and streetcar and assigns trips to Planning Aides.
    • On a weekly basis, creates route surveyor schedules for Planning Aides and self to perform random extract NTD survey trips on bus and streetcar.
    • Assists NTD Auditor as requested including provision of random data requests.
    • Updates, prints and circulates monthly ridership database reports.
    • Provides information from Trapeze information system and other sources to support planning studies for monitoring current service and researching service changes.
    • Provides assistance, coordinated with the Director of Service Development, to other Planning Department staff to assist with special studies, administrative functions, and requested support by the development of special spreadsheets and database input.
    • Assists Scheduling staff to proof materials for posting to bid documents, public schedules, and HART web site.
    • Assists ITS Coordinator in maintaining the ITS database.
    • Coordinates quality control checks for HART annunciator and APC systems.
    • Performs weekly GIS bus stop photo data for the Project Manager (amenities) and ITS Coordinator.
    • Coordinates Planning Aide activity for GPS bus stop photo program including provision of survey resources (vehicles and cameras).
    • Coordinates quality checks of OneBusAway.
    • Performs special surveys as directed by the Director of Service Development or Senior Planner.
    • Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
    • Performs on-board surveys of the riding public regarding potential service changes and other public input requests.
    MARGINAL FUNCTIONS:

    REQUIREMENTS:

    Education and Experience:
    • High School diploma or equivalency with 1 to 3 years related work experience. Some college coursework may be substituted for work experience.
    Machines, Tools, Equipment Used:
    • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
    • Microsoft Suite and ArcGIS or TrapezeFX
    Licenses/Certifications:
    • Must possess a valid Florida driver's license or be able to obtain a valid Florida driver's license within 10 days of hire.
    QUALIFICATIONS:

    Skills and Ability:
    • Windows, Excel, and data entry systems.
    • Tablet PC operation preferred.
    • GPS camera operation.
    • Record-keeping fundamentals.
    • Ability to follow specific directions provided by supervisor and receive feedback on work performed.
    • Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
    • Ability to perform work that necessitates some specialized knowledge of clerical or trades-based tasks. Some of the typical responsibilities include gathering, formatting, or visually analyzing data.
    • Ability to follow specific procedures that may result in interaction with co-workers, citizens, or other individuals; may be required to make a few decisions regarding position's activities and priorities.
    • Knowledge of bus stop and ADA requirements.
    • Ability to operate specialized GPS camera.
    • Knowledge of Trapeze Plan (Ridership Analysis) software.
    • Ability to coordinate and assign tasks with Planning Aides who are mostly engaged in the same activities as incumbent.
    • Able to record data meticulously.
    • Able to hand write neatly.
    • Able to avoid negative interaction with customers.
    • Able to understand or learn bus schedules and make transfer connections.
    • Able to solve problems analytically.

    Physical Demands/Work Environment:
    • Work is performed riding buses and streetcars early or late hours, including weekends with general public riders. Incumbent may be exposed to individuals who are rude or irate or with known violent backgrounds, noise or vehicular traffic fumes. All types of weather will be encountered while boarding and debarking buses and streetcars.
    • Able to walk moderate distances
    • Able to frequently enter and exit passenger cars.
    • Ability to hear, see, speak, and perceive color, depth and texture.
    • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds.
