The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Under general direction, is responsible for initiating and executing real estate actions characterized by complexity and high visibility to leadership to include (but not limited to) leases, purchases, and rights-of-way. Incumbent shall track the disposition of real estate actions, their deficiencies and their expirations, where applicable. Will prepare and submit a budget to fund all actions and attend necessary meetings with leadership or stakeholders to keep them apprised of needs and progress on projects. Regularly corresponds with outside agencies, partners and internal customers, and in this high visibility post is expected to foster and maintain good relationships with all partners to facilitate ease of operations. Conducts research on contemporary and historical documentation to assist with the upkeep of relevant Geographic Information Systems (GIS) databases and to keep the Environmental section apprised of any new real estate actions that would require advisement. Performs periodic on-site inspections of new properties. Receives, and routes inbound lease invoices for payment and writes scope of work for contracted services, such as surveys and appraisals. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.



Job Duties:

Responsibilities include:

• Under direction, processes real estate transactions and contracts in the best interest of the agency. Negotiates, drafts, reviews, edits and finalizes leases, rights-of-way and related contract documents. Reviews contracts with communication companies (cell tower/service providers) and renegotiates contracts to the benefit of AZARNG. Works in concert with Judge Advocate General (JAG), State's General Counsel (SGC) and other authorities to ensure a legal and timely process.

• Receives, routes and addresses issues with inbound lease invoices. Coordinates budget information between offices within DEMA, AZARNG and National Guard Bureau. Writes scopes of work for contracted services (example: title research, appraisals, land surveys) and manages such contracts. Handles difficult and important public contact. Provides real estate expertise to the AZARNG JAG and SGC offices as needed to inform their decision making process.

• Conducts regular correspondence with outside agencies, partners and customers, and maintains good relationships with the same. Correspondence will be tailored to the most efficient method for each customer, e-mail, phone or other means. Will frequently communicate with National Guard Bureau (NGB), USACE and BLM for assistance with and approval of various actions. Keeps records of correspondence to protect the agency's interests and as a point of reference.

• Attends or conducts meetings with stakeholders of real estate actions to facilitate proper process and ensure that AZARNGs needs are met. Meetings could be conducted at home station (PPMR) or at location, requiring in-state travel depending upon the locations and stakeholders involved. Attends regular weekly Planning related meetings, and other organizational meetings as needed. Detailed notes for briefing purposes are requested when feasible.

• Conducts research, including historical and contemporary records, on current land holdings and potential land acquisitions to maintain all real estate instrument records in PRIDE and HQIIS databases. Research is also necessary to work with GIS team in documenting various characteristics of real estate. Makes recommendations during the establishment of policies and procedures for real estate and land management.

• Tracks and prepares and submits all necessary budgetary needs for real estate transactions. Primarily, this pertains to detailed tracking of budget preparation for leases, including state and federal land leases, and store front recruiting offices (SFRO). The budget will delineate cost escalation over fiscal and calendar years, taking into consideration expirations and renewals, so that a reasonable and accurate budget can be presented to Resource Management on a yearly basis.

• Engages with the Environmental Compliance Coordinator (ECC) to ensure that all real estate transactions have been reviewed for the applicable standards and approval. Will research and provide to the ECC any required information or project descriptions as requested to establish an Environmental Review Request (ERR). Maintain contact with Environmental Department for any additional follow up actions needed as a result of ERR.

• Performs walk-through inspections of leased spaces at beginning and end of lease terms. Occasional site visits to AZARNG sites to facilitate surveys or inspections by contractors or internal partners. Provides guidance, makes recommendations to management on land management and real estate activities. Ensures that all real estate activities are carried out in a legal and timely manner. Tracks leases and provides updates to management on status of real estate activities.

• Tracks, with specificity, the initiation, and current and future dispositions of all real estate transactions. Characteristics to be included are (but not limited to) date of initiation, points of contact, descriptions of terms and purposes, expirations, and any special considerations that may apply. The transactions to be included are (but not limited to) leases, purchases (or acquisitions), licenses, easements, rights-of-way (ROW), rights-of-entry (ROE), etc.



Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Principles, practices, methods and techniques of technical real estate transactions, rights-of-way work, land management, acquisition and disposal.

• Arizona real estate laws, rules, regulations, practices and instruments. Familiarity with Arizona topography, climate, vegetation, population centers, industrial/commercial areas.

• Principles and practices of managing real estate tasks, document, and processes.

• Property appraisal types, policies, procedures, methods and techniques.

• Uniform standards affecting appraisals, real estate economic theory, land use planning, and real estate markets and trends.

• Computer based real estate activities / programs (appraisals, multiple listing service (MLS), LoopNet, etc.)

• Principles and practices of leasing land, land use planning and management, land documents descriptions and items involved in the ownership and transfer of land (including but not limited to deeds, descriptions, boundary markers, surveys).

• Principles and practices of public administration with emphasis on effective real estate and land management.

• Real property inventory and accountability.

• Department of Defense (DoD) Encroachment Policies and Programs: Readiness and Environmental Protection Integration (REPI), Army Compatible Use Buffer (ACUB) and Joint Land Use Study (JLUS).

• Federal and State environmental laws, regulations, policies and programs.

• Real property accounting and reporting practices.

Skilled in:

• Personally performing difficult work in condemnation, property management, easements, and web-based real property systems.

• Establishing and maintaining effective working relationships with others.

• Expressing oneself effectively, both orally and in writing.

• Working with public agencies, to assist with acquisition of property. Work with a number of detailed matters simultaneously and to solve problems of complexity.

• Analyzing various real estate instruments and determining the relationship of one to another and conditions which may affect sales and acquisitions.

• Understanding and use of a variety of appraisal-related documents including legal descriptions.

• Making logical and well-supported recommendations and decisions, prepare clear accurate and logical reports.

• Using appropriate computer software.

• Effective oral and written presentation skills.

Ability to:

• Coordinate, integrate and develop programs and procedures to effectively manage the Real Estate section of the AZ ARNG Real Estate division.

• Apply a multi-disciplinary approach to diverse and complex program issues.

• Collect, analyze and interpret various data.

• Develop effective plans, and effectively train staff.

• Communicate effectively with people of various backgrounds.

• Ensure compliance with Arizona Real Estate laws.



Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will possess an associates degree in real estate, business administration, land use planning, public administration, management or a related field. As well as two years of experience in commercial real estate, land sales, right-of-way transactions, real estate project management OR any combination of training.
