    Description

    Duties * Analyze financial data and provide guidance on the economics of plans and programs and utilization of financial, personnel and material resources.

    * Oversee decisions on budget revisions program adjustments, and economic trends affecting organization resources, and the overall financial posture of the Command.

    * Approve work plans developed by subordinate supervisors, sets priorities, and schedules and makes decisions on work problems presented by them.

    * Evaluate performance of subordinate supervisors and serves as reviewing official for those employees evaluated by subordinate supervisors. * Define work to be accomplished by subordinates who guide and control work.

    * Recommend changes to agency program guidance, budget directives, budget policies, accounting systems, management structure, and legislation affecting program funding.

    * Collaborate to negotiate, decide on, and/or coordinate work-related changes affecting the organizations.

    * Elaborate plans, policies, financial data and financial management to make recommend a solution on a wide range of resource management problems.

    * Review directives, planning documents, program, and policy statements from higher authority. * Develop policies that promote more effective financial management activities. * Advise expert technical advice on financial management matters. * Evaluate the financial position and the adherence to legal requirements on financial matters. * Provide analyses of program and mission accomplishment and resource availability. * Interprets policies into local policies and/or procedures ensuring full achievement of the objectives. * Administer financial controls, complex fund accounting structures and complicated transactions affecting multiple funds. * Resolve conflicting program and budgetary objectives including high priority unfinanced requirements.

    * Manage financial resources in compliance with laws, regulations, and policies, with transparency and appropriate internal controls to ensure efficiency.

    * Confer matters of financial policy, and the status of crucial and controversial program problems. * Monitor organization's missions to effect integration of economy, efficiency, and effectiveness of operations. * Develop the financial and management control systems and procedures to achieve optimum use of resources.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.

    * Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

    * This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

    * Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.

    * This is a Financial Management Level 3 Certified position designated. * This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

    Specialized Experience:

    One year of specialized experience equivalent at the next lower grade level in the Federal service which includes: performing financial management and/or managerial functions to support program planning/execution; justifying an agencies budget to support time honored financial goals; overseeing financial resources of an organization such as budget, accounting, internal auditing, and/or management analysis; advising management officials on funding, manpower, financial policies, and/or strategies.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

    You will be evaluated on the basis of your level of competency in the following areas:

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
