    Duties

    Summary
    This position is in the Office of Tribal Transportation in the Federal Lands Highway (FLH) Office.

    The FLH has responsibility for administering nationwide transportation programs that serve Federal and Tribal lands and include program planning, project development, and construction.

    The FLH also has responsibility for administering the emergency relief program for federally-owned roads (ERFO), Defense Access Roads, and for promoting the development of new technology.


    Responsibilities

    As a
    Transportation Specialist, you will:


    • Participate in TTP program reviews of the Bureau of Indian Affairs (BIA) Regions and Tribes.
    • Review construction Plans, Specifications and Estimates (PS&Es), including all pre-solicitation documentation and requirements, for consistency with all related laws and regulations. Ensures all required documents (including planning, program development, project delivery, and accomplishment reporting) are provided by the Tribe, which assures Tribal projects are being carried out, in accordance with all Federal requirements governing the TTP Program.
    • Receives, maintains, and files a copy of each Tribe's submitted documents, including Tribes' Single Audits; Program Agreements; Reference Funding Agreements; SF-425; Indirect Cost Agreement; Progress Performance Reports; PS&E package; Tribes Certification on Public Authorities; Tribes written procurement procedures; construction documentation.
    • Consult with Tribes entering into a Program Agreement on their transportation documentation procedures; provides guidance in Referenced Funding Agreements; provides guidance in allowable use of program funds; assists Tribes when requesting transportation services from Federal Lands; Provides guidance in PS&E development, advertising for construction bids, awards, and contracting; provides guidance on various construction activities. Participates in tribal and regional tribal planning related conferences.
    • Conduct on-site visits to construction projects and provide technical assistance when requested, participates in final inspections and audits project close-outs and final reports, including all required documentation. Coordinates with various FHWA Divisions (Federal Aid, RC and FLH) providing technical assistance on transportation planning and construction processes. The
      ideal candidate for this position is a mid-career professional with experience monitoring and providing technical assistance for federally funded highway programs, and projects from planning, programing, design, construction support, and maintenance. The candidate should be experienced conveying ideas and concepts in meetings in person as well as in writing.

    PLEASE NOTE:

    In addition to the salary shown above, the salary for this position will also include a COLA of 25% for Alaska.


    Also note:
    Office may relocate 14 miles to Palmer, Alaska.

    Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.


    To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:

    • Experience applying transportation legislation and regulations in partnership with localities including tribal governments to develop and implement transportation programs.
    • Experience preparing and reviewing environmental documents including, but not limited to Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CE), Environmental Assessments, Purpose and Needs Statements, Alternative Analyses, etc.; and working with Federal, States, and local agencies for planning and project delivery including construction.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    Knowledge of Federal and Tribal laws, regulations and processes related to the Federal highway programs, project development processes and the development, review and approval of Plans Specifications and Estimates.
