    As a non-profit organization specializing in mental health, developmental services, and substance use treatment with a staff of over 600, we are looking for a diverse and motivated HR leader to play a key role in fulfilling our mission and vision by creating a stimulating work environment for all our employees.

    Description: This role involves overseeing the Human Resource department at Washington County Mental Health Services, an agency with around 660 staff members and 50 programs catering to clients with mental health, developmental disabilities, and substance use issues. The HR Director will lead HR strategies that impact employee life cycle quality and durability, ensuring the organization's vision and mission are met. Responsibilities include setting best practices in recruitment, retention, benefits, compensation, performance management, staff development, employee relations, and HR information systems. Additionally, the position involves collaborating with agency leadership on personnel policies, fostering a positive workplace culture, and driving system improvements.

    Administrative HR Duties
    • Provide strategic leadership and supervise HR staff to build a department culture focused on teamwork and partnership.
    • Support best practices in employee relations, equal opportunity, diversity, and inclusion across the organization.
    • Improve HR operations effectiveness to enhance agency relationships and policies, promoting trust and motivation among staff.
    • Generate data reports using HR metrics to guide strategic planning.
    • Develop HR systems and policies aligning with agency performance goals.
    • Collaborate with leadership and legal counsel on employee relations and HR law.
    • Ensure compliance with personnel policies and procedures agency-wide.
    • Stay updated on government regulations and industry practices.
    • Work with insurance brokers on health insurance and benefits.
    • Participate in relevant meetings as required.

    Recruitment
    • Lead the recruiting team and develop a strategic recruiting plan.
    • Analyze turnover, hiring, and retention data to support workforce planning.
    • Guide job description development for EEO compliance.
    • Oversee senior leadership recruiting and interviews.

    Progressive Discipline
    • Handle HR policy challenges and disciplinary actions.
    • Coach division leaders on staff management using progressive discipline.
    • Collaborate with legal counsel on disciplinary matters.

    Other
    • Support leadership in succession planning and organizational changes.
    • Review and enhance training plans.
    • Perform assigned duties.

    Salary: $105,000- $120,000
    The salary for this position ranges from $105,000 to $120,000 based on skills, education, and experience.

    Qualifications:
    Bachelor's degree in HR, Business Administration, Social Sciences, or related field required. Master's degree preferred.
    • Knowledge of employment laws.
    • Ten years of progressive leadership experience.
    • Ten years of HR experience.
    • SHRM-CP required, SHRM-SCP preferred.
