    The Oregon Department of Corrections is hiring multiple Psychiatrists. These positions are located at the Oregon State Penitentiary (OSP) in Salem but may also require work at the Coffee Creek Correctional Facility in Wilsonville. These positions require on-site/in-person work, but hybrid schedules may be possible. This recruitment will be used to establish a list of qualified applicants and could be used to fill future vacancies.

    What you will be doing

    Our psychiatrists are physician specialists responsible for psychiatric assessment and psychotropic medication management as clinically indicated to mentally ill offenders within the department. This includes coordination of care with QMHPs, nurse practitioners, and other physicians, as well as referral of offenders to programs and services as appropriate. Treatment is to be provided in a manner consistent with accepted medical practices, Oregon Department of Corrections rules, federal and state laws, state medical licensing rules, and NCCHC guidelines.

    Psychiatrists operate under the clinical supervision of the Chief Psychiatrist and the administrative supervision of the institution Behavioral Health Services manager. They practice within the guidelines of the Oregon Medical Board.

    Assessments

    Performs psychiatric assessments through direct observation, interviews, review of prior records, laboratory and imaging results, and medical history. Gathers collateral information from prior and current providers and consults with QMHPs and other prescribers to clarify mental health diagnoses and acuity.

    Treatment Services

    Provides direct psychiatric services to an identified population of mentally ill offenders. Services include assessing the need for and prescribing appropriate psychotropic medication as well as management of side effects and other adverse reactions. Prescribes medications utilizing the ODOC formulary and seeks prior approval for the use of nonformulary medication. Orders and reviews appropriate laboratory and imaging studies. Schedules patient follow ups in a timely fashion and in accordance with established BHS policy.

    Operates as part of a multidisciplinary treatment team, seeking relevant input from team members in a proactive fashion. Seeks consultation from other prescribers and the Chief Psychiatrist as indicated.

    Provides consultation services to general medical providers, psychiatric nurse practitioners, and QMHPs.

    Documentation

    Completes clinical documentation in a timely manner using standard SOAP format and ensures documentation is filed appropriately in the medical record. Ensures informed consent forms for all medications prescribed are completed and signed and placed in the medical record. Responds to offender communication forms and grievances according to ODOC policies and procedures. Completes Provider Service Records timely and accurately, chronicling diagnosis and acuity.

    Release Planning

    Helps to ensure medication continuity is achieved by monitoring release dates for patients on their caseload, coordinating with medical services personnel, and providing timely prescriptions for release medications. Completes referrals to community providers as indicated.

    Other Duties

    Prepares reports and testifies as an expert witness or witness of fact when appropriate. Refer patients as indicated for medical evaluation and/or treatment that is outside their scope of clinical practice. Maintain required levels of continuing medical education and documentation of same.

    Minimum Qualifications
    • Psychiatrists shall hold a valid medical degree (M.D. or D.O.), have completed an approved psychiatric residency, be board-eligible or board-certified in general adult psychiatry, and be licensed to practice medicine without restrictions within the state of Oregon. Additionally, they shall maintain a valid individual federal DEA certification and an up to date CPR certification.
    General Knowledge of
    • Information and techniques needed to diagnose and treat mental disorders, including symptoms, treatment alternatives, drug properties, drug interactions, and preventive health care measures.
    • Principles and practice of medicine.
    • Human anatomy and physiology, microbiology, pathology, nutrition, and pharmacology.
    • Human behavior and growth.
    • Community resources for patient referral.
    Requested Skills in
    • Treating affective illness and distress, mood disorders, anxiety disorders, substance use/abuse, persistent mental illness, and survivors of sexual assault.
    • Therapeutic treatments, use of examination instruments, and administration of medications with an emphasis on psychotropic medications.
    • Psychiatric assessment, including mental status examinations, laboratory tests, and other diagnostic procedures, analysis of data, and problem identification.
    • Developing and modifying treatment plans, including further diagnostic studies, therapy, patient education, and identification of parameters for follow-up.
    • Critical thinking, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
    • Working with aggressive, abusive or combative patients.
    • Communicating orally and in writing with a variety of individuals ranging from health care professionals to laypersons.
    Required
    • A current unrestricted license to practice medicine issued by the Oregon Medical Board and a valid individual DEA certification. Must be legally eligible to work in the US.

    Working Conditions

    The work is conducted in adult male and/or female prisons. Offenders may become physically and verbally abusive and assaults and disturbances may occur. Training in, and knowledge of crisis intervention techniques, emergency procedures, and defensive measures is essential. Contact with offenders during treatment, consultation, or supervision may take place with the psychiatrist out of visual range of security staff. Vigilance and awareness are required to maintain a non-threatening environment to prevent aggressive or high anxiety offender behavior. May have exposure to chemicals, communicable diseases, radiation, and other hazards inherent within a health care and correctional setting.

    Requirements for Employment

    You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud. CJIS clearance is done at the conditional job offer.

    The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range.
