    MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS

    The IT Specialist III - Applications Support position involves administering, maintaining, and supporting enterprise software applications. They are expected to identify and resolve moderately complex work problems. #oj


    MINIMUM QUALIFICATIONS AND ABILITIES:
    At least 18 years of age. Must be able to comprehend and communicate fluently in verbal and written English. U.S. Citizen or possess a current permanent resident card. Clean criminal history; any arrest history will be individually evaluated. No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis. High school diploma or general education degree (GED) AND three (3) years of related experience OR Bachelor's degree (B.A. or B.S.) in Computer Science, Information Technology or related field AND two (2) years related experience.

    Related experience to include the following:


    Advanced skills in troubleshooting the following: software configurations/features including operating systems, word processing, spreadsheets, databases, and networking on all platforms; computer systems software, applications, user configuration and management, virtualization, hardware, and networking.

    Perform advanced preventive maintenance on systems software, applications, hardware, networking, and communications. Must have a valid Florida driver's license.


    Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving an agency vehicle.

    Use of agency vehicle would require appropriate driving history and passing agency biennial driver's physical exam. Depending on assignment, may be required to be FCIC/NCIC limited access certification within one (1) year of accepting position. Ability to support the installation, implementation, integration, training, and maintenance of core agency applications. Serves as a subject matter expert on designated applications as assigned by the supervisor. Ability to develop and maintain complex agency technology services in accordance with agency policies and industry security best practices. Ability to provide Tier 3 end user support for assigned agency applications. Ability to identify and resolve complex problems in a timely manner. Track, report, review, and escalate customer service requests and change management procedures, as necessary. Ability to mentor team members on best practices within their area of expertise.

    Ability to provide recommendations on technologies used by the agency. Ability to create and distribute monthly reports on Applications Support team activities and projects. Ability to read, analyze, and interpret common scientific and technical journals, and financial reports.

    Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community.

    Ability to create collaborative external vendor relationship in order to escalate services.

    Ability to effectively present information to top management and agency employees in using software, and agency's systems.


    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Ability to define problems, collect data, establish facts, and draw valid conclusions.


    Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    Must have advanced computer skills and advanced proficiency with Microsoft operating systems and Microsoft Office applications.


    Must have advanced skills in one or more of the following: development tools, server administration tools, or network security administration tools.


    Must have comprehensive knowledge of Standard Operating Procedures within the IT Section to meet service level targets in order to verify a high level of service delivery.

    Must be able to assist in creating knowledge base articles to document solutions, processes and procedures.

    Must have the ability to use creative and original thinking.

    Must also have ability to use judgment and discretion.

    Ability to focus and complete assignments in a timely manner.

    While performing the duties of this job, the employee is regularly required to talk, hear, and also sit and work on the computer for long periods of time.

    WORK ENVIRONMENT
    The employee must be able to work in remote locations within Orange County.

    The employee will be working with computer related equipment and may occasionally be exposed to the risk of electrical shock.

    The noise level in the work environment is usually moderate. Depending on assignment, may be required to occasionally work evenings and/or weekends. The employee is required to support the agency's emergency operations during a critical incident and may be recalled.

    The employee may also be assigned to a technical team in order to support the agency during a critical incident.
