    The Acquisition Specialist (SME) possesses experience in leading the complement of acquisition, program management, and contracting activities and is capable of providing advisory and liaison support to leadership that enables program success; uses knowledge of the Department of Defense (DoD) program management and acquisition lifecycle processes to plan and conduct the acquisition and contracting activities through the program / project life cycle from the description of the requirements through product / solution delivery; supports strategic planning; leads acquisition strategy, contract strategy, and associated documentation development; and leads / facilitates all aspects of program life cycle planning and execution, to include integrated operations, schedule management, risk management, cost management, and cost, schedule, and performance program analysis, and program reporting
    The Acquisition Principal (Consultant) will engage with all levels of leadership and stakeholders
    Essential Duties and Responsibilities

    • Advise the Government on current DoD policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions
    • Lead / participate in all aspects of strategic planning, from the portfolio-level to the project-level, acquisition planning, investment planning, and stakeholder management
    • Prepare, review, and revise acquisition documents in accordance with DoD, Department of the Army (DA), and Office of Management and Budget (OMB) guidance and requirements, to include compliance with applicable policies and regulations from Federal, DoD, and DA levels to include, but not limited to: DoD 5000, 7000, and 8000 Series; Army Regulations (ARs) 1-1 and 70-1; and OMB Circular A-11, "Preparation and Submission of Budget Estimates"
    • Set the conditions for acquisition execution at the portfolio and project levels, to include defining by year objectives, key milestones, and acquisition documentation requirements, taking into consideration acquisition lessons learned and tailoring strategies
    • Lead / perform activities throughout the program life cycle with focus on program execution, management controls, analyses, and reporting that contribute to product development, achievement of program milestones, and advising and informing leadership
    • Lead the submission of milestone documentation for review and approval via the Government document coordination process, to include reviewing, finalizing, obtaining signatures, and publishing all milestone documents
    • Ensure consistency across acquisition documentation
    • Lead / facilitate program execution and decision-making
    • Lead / perform risk management, to include identifying, managing, assessing, and mitigating cost, schedule and performance risk, determining impacts across all program areas, and defining realistic burn-down plans
    • Lead / participate in defining overall program objectives to meet planned milestones
    • Lead / participate in program reviews to assess alignment of activities with acquisition strategy and program plan and determine feasibility of execution within the defined program baselines
    • Assist / participate with leadership in strategic and programmatic communications from program plan through execution, to include preparing the necessary materials
    • Define program management performance measures and metrics, gather supporting data, and prepare associated status reports for leadership reviews
    • Lead / perform contract management activities, to include applying policy, guidance, and expertise in contracting fundamentals, legal considerations, contract pricing, source selection planning, contract status tracking and reporting, intellectual property rights, contract related documentation (e.g., Request For Proposal, Source Selection Plan, Acquisition Plan) preparation and coordination, contract language review for relevancy and appropriateness; and make recommendations to PM regarding contracting strategies.
    • Lead the integration of acquisition planning, requirements development, and resourcing into executable project plans, synchronized with program objectives and strategic vision
    • Apply acquisition, program, and lifecycle concepts to support long range planning to support the Strategic Plan, Program Objective Memorandum (POM) development process, and other time sensitive requirements
    • Collaborate with all Working Integrated Program Teams (WIPTs) and support function teams to gather input, track progress, and review all inputs and outputs for completeness and accuracy
    • Engage with user authorities to ensure synchronization of program activities with user needs/requirements
    • Submit Acquisition Documentation project deliverables upon Government request Minimum Qualifications
    • Master's Degree or Bachelor's Degree with equivalent experience
    • 20+ years of relevant work experience for SME level, 5+ years for journeyman.
    • Working knowledge and application of DoD 5000 and 8000 series, and DoD acquisition and contract processes, procedures, and guidance
    • Active Secret or Interim Secret Clearance Preferred Qualifications
