    Job Summary

    Works with cross functional teams to plan, prepare, research, analyze, litigate, implement regulatory strategies and plans with each state's regulatory team to meet cost recovery objectives to ensure rates that are competitive, profitable, and comply with regulatory policies and guidelines.

    Within this environment, the Regulatory Analyst will support accurate, timely and innovative regulatory initiatives, including but not limited to: regulatory rate case filings, compliance filings, tariff filings, regulatory asset accounting, data analysis, and utility capital structure.

    The Regulatory Analyst will support working relationships with Legal, Financial Planning, Accounting, etc., to meet corporate, regulatory strategic initiatives.
    Principal Duties and Responsibilities

    Work with various NiSource operating company management teams to develop strategies and work plans that will ensure timely recovery of costs that are included in base rates and approved recovery mechanisms.

    Support analytical studies that provide alternative approaches and recommend regulatory strategies that maximize the operating companies ability to generate revenues and provide for timely recovery of costs while optimizing the return on invested capitalPrepare testimony and exhibits to support regulatory applications; analyze intervenor testimony to formulate responsive testimony and assist with cross-examination strategies; prepare data request responses during general rate cases and other petitions; and assist with support required during Commission hearings.

    Timely and accurate development, interpretation and input of approved rates into customer billing system. Verification that customers' bills are correctly calculated.

    Comprehensive financial support, including accurate financial reporting of regulatory items within external filings, financial plan updates and internal management reportingFoster partnership with other internal departments such as Legal, Financial Planning, Accounting, etc.



    Regulatory Analyst:

    Compiles, organizes, analyzes and formats data for cost recovery filings, base rate case filings and other regulatory reports and filingsProvides fundamental rate interpretation, maintains rates in the billing system, coordinates billing changesProvide regulatory support to other business units and project teamsAssists in ensuring accurate financial recordsMaintains awareness of state projects and/or matters in the provision of good customer serviceEnsures the seamless flow of information amongst team membersEmbraces and utilizes new technologies and strives for continuous improvementPrepare test scripts for SOX internal control testing, perform and record testing results to maintain adequate internal controls to comply with Sarbanes-Oxley requirementsPerforms duties under close supervision
    Senior

    Regulatory Analyst:

    Provides regulatory support to internal project teams and individualsInterprets and analyzes Commission regulations, rate orders, Commission Staff reports and interveners' positionsCoordinates external and internal auditsCoordinates tasks within assigned projectsProvides technical support for responding to outside parties such as Commission Staff, Consumer Advocates, and legal counselMaintains rates in the customer billing system and verifies the customer bills are correctly calculatedLeads billing implementation changes with IT and other internal groupsAssists Managers and Lead Regulatory Analysts with duties, including training of Regulatory AnalystsMay provide expert testimony in support of filingsCoordinates tasks within assigned projectsProvides technical support for responding to outside parties such as Commission Staff, Consumer Advocates, and legal counselMaintains rates in the customer billing system and verifies the customer bills are correctly calculatedLeads billing implementation changes with IT and other internal groupsAssists Managers and Lead Regulatory Analysts with duties, including training of Regulatory AnalystsMay provide expert testimony in support of filings
    Lead Regulatory Analyst (Includes Senior Regulatory Analyst duties plus):
    Provides functional guidance to the Regulatory AnalystsProvides expert technical regulatory adviceLeads projects, provides supervision to project team members and/or coordinates activities within a project requiring specialized analysisProvides expert testimony in support of filings and participates in related negotiationsInitiates studies of emerging issues impacting the business; alerts supervisors and potentially affected partiesRecommends approaches to preserve or enhance revenue where applicablePrepares analytical regulatory studies, recommends actions and implements new proceduresRequests, compiles, organizes, analyzes, and formats data for regulatory filings and special contract arrangementsProvides expert tariff interpretation and development for multiple jurisdictionsMonitors energy industry trends, analyzes potential impacts and recommends strategic approaches
    Required Qualifications for Position
    Lead

    Regulatory Analyst:

    Bachelor's degree in Accounting, Finance, Economics or other business disciplineDemonstrated proficiency in multiple functions / successful assumption of increasingly technical projects and responsibilitiesProven ability to provide expert technical advice to others in an accurate and timely mannerFamiliarity with energy marketsAble to successfully lead and coordinate projects and supervise project team members
    Preferred Additional Qualifications for Position
    Witness training and/or previous witness experienceMBA / CPA

    $86, $129,500.00
