    Tyto Athene is seeking a Program Analyst to support a Government Program Management Office in Suitland, MD.

    Responsibilities:
    • Work location is 100% on government site.
    • Provide life cycle support to government Program Managers including project management, technical analysis, acquisition planning and milestone review, contracts management, financial control, scheduling, logistics, and quality/performance management.
    • Facilitate communications between the Program Office and various stakeholders, including resource sponsors, technical/design agents (field and R D activities, test facilities, laboratories), platform Type Commanders, and other government agencies.
    • Act as interface between Program Office and In-service Engineering Agent (ISEA) and Technical Design Agent (TDA) teams to ensure Navy deployable systems are effective and suitable. Evaluate submissions from Navy activities and vendors including proposals, project plans, statements of work (SOWs), and development/delivery schedules.
    • Engage with Fleet representatives, operational, and end users to verify requirements are met and provide recommendations to the Program Office for future enhancements to projects.
    • Provide systems engineering and research, development, test evaluation (RDT E) support for purpose-built augmentation equipment on deploying Navy platforms, including conformance with operational requirements. Coordinate developmental/operational testing, system installation/removal, and operational support.
    • Develop original and evaluate existing program planning documents. Analyze programmatic decisions, plans, and operations to anticipate future requirements and identify activities not aligned with programmatic decisions and documented requirements. Identify cost, performance, and schedule impacts and recommend courses of action for remediation.
    • Ensure Risk Management Framework (RMF) methodology is employed in all phases of the system development life cycle for information security and supply chain management. Create security classification guides and assist with ATO approvals to ensure compliance with cyber security requirements.
    • Prepare and track budgets. Participate in Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes. Evaluate program cost realism and recommend alternative courses of action. Create funding packages for submission to the financial manager and ensure proper distribution of funding to the correct activities within a timely manner.
    • Work with other stakeholders to prepare, review, and obtain approval for temporary alteration (TEMPALT) documentation for Navy platforms.
    • Some travel required (10-15%).
    Qualifications:
    • Current active TS/SCI clearance (must have current SSBI) as reported in DISS.
    • Bachelor's Degree in technical, management, or related discipline.
    • Seven (7) or more years of experience supporting DOD program acquisition, budgeting, life cycle support, development, testing, and project management support.
    • Naval warfare technical experience, including sensor systems, design integration, advanced measurement methods, and processing systems.
    • Five (5) or more years in understanding of the DOD Acquisition System, Planning Programming Budgeting Execution (PPBE) system, and Federal Acquisition Regulation (FAR).
    • Excellent communication skills (written and oral); able to effectively interact with customers, partners, and associates at all levels.
    • High proficiency with Microsoft Office suite, web-based applications, and databases.
    Desired Skills:
    • Former DOD (military or civilian) experience.
    • Familiarity with data network design, relational databases, and cloud computing/migration.
    • Understanding of DOD processes for installing and deploying technical systems.
    • Completion of various DAU and Project Management coursework/certifications.
    • Security + Certification or higher.
