Role SummaryResponsible for ensuring the Marion County WIC Program is in compliance with Health and Hospital Corporation/Marion County Public Health Department (HHC/MCPHD), the Indiana State WIC Program, and USDA Federal WIC Program policies and procedures.
Associated Job Duties Within the Marion County WIC Program, ensure compliance with WIC federal regulations as well as state and local WIC policies and procedures:
Using reports from INWIC, report results from State WIC audits and HHC Corporate Compliance, and findings from internal program monitoring, assess areas of risk and compliance.
Identify trends, and develop relevant monitoring tools, as needed. Present results and recommendations for improvements to WIC management staff. Engage in a continued quality assessment protocol and monitor for new areas of risk potential.Work with the WIC local agency Breastfeeding Coordinator to ensures state and federal breastfeeding regulations and policies are in compliance encompassing clinic breastfeeding services as well as the peer counselor program.
Uses INWIC reports and ISDH BF monitoring tools.Work with the WIC local agency Vendor Educator/Liaison/Coordinator to ensure vendor compliance and established procedures for monitoring retail stores is being upheld.
This includes, but Is not limited to, assessing risks, compliance, and identify trends. Present results and recommendations for vendor compliance and monitoring improvement to WIC leadership. Assist with ensuring all State WIC audit needs are met concerning the biennial program, vendor, and fiscal audits.Perform periodic in-clinic observation during intake assessment with a focus on, including but not limited to, steps taken to establish identity, residency and income eligibility; processing of voter registrations; while in-clinic, review monitoring, assessments and reports conducted by WIC Program Managers and/or Leads.
Assist HHC Accounting and Grant's Department to complete the WIC-required reporting to the annual single/A-133 audit. Monitor and track HHC Corporate Compliance-initiated corrective actions. Associated Job Duties, cont'd Evaluate the effectiveness of policies and procedures and the effectiveness of internal controls. Review mandatory reporting on SharePoint for being complete and accurate, and meeting deadlines.Ensures Marion County WIC MOUs are relevant, current, approved by State WIC and HHC Legal, and in compliance overall with HHC contract management procedures.
Meet quarterly with WIC management to ensure SAP and Sate WIC budgets are meeting the needs of the program while complying with MCPHD and State WIC fiscal policy.
Participates in annual State WIC finance meetings.Other Duties and Responsibilities:
Performs other duties necessary and incidental to the work described herein. This individual must stay current with the IDOH WIC policies and procedures, WIC federal regulations, and HHC policy.
Maintains confidentiality of all client records and information as specified by the Health Insurance Portability and Accountability of Act of 1996.
Trained at the appropriate National Incident Management System (NIMS) and Incident Command System (ICS) level.Qualifications Bachelor of Science in dietetics, food and nutrition, nutrition-related field, nursing, Public Health, Health Science, or equivalent educational experience, plus 12 hours of state WIC-approved nutrition coursework.
Licenses/Certification required:
registration (or registry eligible) as a dietitian by the American Dietetic Association preferred, or Indiana RN license Access to reliable transportation for in-state travel, a valid Indiana driver's license.
Certification in internal audit or related field desired, but not required.Knowledge, Skills & Abilities Knowledge of applicable laws, rules, regulations, policies, and procedures of the WIC Program and the Division of Public Health and be equipped to identify conflicting policies and procedures between federal, state, and local agency.
Skilled in financial management Skilled in compliance and audit; and knowledge of evaluation procedure/protocol of USDA programs Demonstrated ability to exercise professional judgments and tact in communicating with a wide variety of individuals.
Good judgment and discretion in communication (written, verbal and non-verbal). Must be able to prioritize work, meet deadlines, and work well under pressure. Flexibility to adjust to changing program/department needs and activities. Compliance with program guidelines to ensure continual funding.High level of concentration, accuracy, attention to detail, and ability to analyze and interpret dataWorking EnvironmentTravel required between various program locations within Marion County.
Potential for out-of-county travel to annual State WIC and/or other WIC-related conferences.
