The Wyoming Department of Transportation (WYDOT) is seeking a full-time Policy Analyst for the Management Services Program.
This position coordinates the agency's state legislative efforts.
The position also assists other program personnel with coordinating policy development, rulemaking, and federal legislative efforts.
The successful applicant will initiate or respond to wide-ranging information and research requests and concerns from agency executives, legislators, and state officials, as well as from Congressional staff, federal agencies, the Transportation Commission, other state and local agencies, private business, and the public.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Performs research studies for special projects and assignments involving state or federal legislation, statutes, or policy issues; including gathering data and creating reports.
Coordinates with agency executives, other agency personnel, and regional and national partners to identify and assess legislative and other policy issues.
Generates responses to legislative and other policy issues.Provides information and background to the public, state and national legislators, and the media regarding project/program; additionally handles comments and suggestions from the public.
Participates in agency legislative and other strategy development; including coordinating and evaluating and interpreting policy and planning recommendations.Understands the complexities of agency projects/programs.
Evaluates and examines forms and filings to determine compliance.
Provides written and oral comments to community, local, state, and federal agencies and entities.
Provides technical assistance to internal and external customers regarding the program/project.
Represents agency and acts as a liaison with other agencies and organizations.
Helps develop agency internal policies and rules and regulations and helps coordinate the rules and regulations adoption process to ensure compliance.
PREFERENCES:
Preference may be given to candidates with previous legislative relations work experience and knowledge of transportation policies and issues.
KNOWLEDGE:
Highly skilled in oral and written communication.
Knowledge of the legislative, executive, and judicial branches of state and federal government.
Knowledge of governmental budgeting practices and financial transactions.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

**Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a part time permanent position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
