Description
Assists with overall management of a bus maintenance division or specialized maintenance operation; assists in planning, developing, establishing, and prioritizing the work of the division to help meet the goals and objectives of Metro's vision and mission and to ensure employee and public safety and transit operations reliability.

Examples of Duties
- Manages employees in a bus maintenance division or other specialized maintenance operation by providing assistance, setting goals, establishing plans and priorities, assigning work, and monitoring performance
- Supervises the assignment of maintenance and supervisory staff and resources to ensure that service objectives are achieved within budgetary constraints
- Administers safety, quality assurance, and preventive maintenance programs and schedules, including production and equipment upgrades
- Monitors the work of staff to ensure Preventative Maintenance Programs (PMPs) are properly completed and repair work is properly documented; ensures that bus fleet is being maintained in compliance with Title 13/California Vehicle Code/FTA (Federal Transit Administration) requirements
- Determines training needs of staff; develops, recommends, and implements training programs within the bus maintenance division
- Monitors staff compliance with policies, rules, procedures, regulations, practices, and labor agreements; directs the maintenance of employee records and division statistics
- Assists with conducting disciplinary investigations, hearings, and counseling sessions; second level labor hearings, arbitrations, and court cases; and testifies at unemployment and workers' compensation hearings
- Participates in the administration of workers' compensation program activities at the assigned division
- Participates in budget development and monitoring of expenditures
- Reviews and analyzes bus division maintenance operations and monitors system performance to identify and resolve problems
- Investigates and reports equipment failures and accidents; determines if accidents are chargeable according to labor agreement mandates
- Prepares bus maintenance standard operating procedures (SOPs), reports, correspondence, Requests for Proposals (RFPs), budget proposals, work programs, incident reports, and notices
- Assesses and submits cost of repair estimates
- Interacts with various departments and outside agencies to coordinate schedule and procedural improvements to ensure quality service
- Conducts division shakeups and ensures bidding procedures for ATU (Amalgamated Transit Union), TCU (Transportation Communications Union), and AFSCME (American Federation of State, County and Municipal Employees) are followed
- Represents senior management, when necessary
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
- Bachelor's Degree in Business, Public Administration, Engineering, or a related field
Experience
- Six years of relevant experience or three years of relevant supervisory-level experience working in specialized area of assignment
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

- Experience performing and overseeing commercial vehicle maintenance
- Experience adhering and enforcing Local, State, and Federal regulations from OHSA, DOT, EPA, or similar regulatory agencies
- Experience overseeing union employees and adhering to labor union collective bargaining agreements
Essential Knowledge
Knowledge of

- Theories, principles, and practices of bus fleet maintenance and repair
- Public agency procurement processes, contract administration, finance, and budgets
- Applicable local, state, and federal law, rules, and regulations governing public transit systems
- Title 13, California Vehicle Code, and FTA fleet maintenance guidelines
- OSHA (Occupational Safety and Health Administration) and other safety and environmental regulations related to facility and bus vehicle maintenance
- Vehicle safety rules and regulations
- Modern management theory
- Applicable computer business software applications, such as Microsoft Office Suite
Skill in

- Planning, organizing, and monitoring the work of a bus maintenance division
- Analyzing situations, identifying problems, recommending and implementing solutions, and evaluating outcomes

- Interacting professionally with various levels of Metro personnel and representatives from outside agencies and organizations
