- As an individual contributor, develops design matrix and researchable questions independently or in conjunction with engagement team members and a methodologist.
- Collects and analyzes data from a variety of sources including interviews with agency managers and program officials. Reviews program documents, reports and data. Selects, refines, organizes, and presents information and analysis in support of engagement objectives. In collaboration with other engagement team members and based on consultation with the AIC and Assistant Director (AD), decides on form, content, scope, and depth of analysis. Evaluates and analyzes data to determine relevance and reliability through referencing and indexing.
- Develops findings and recommendations and prepares written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients and conform to all audit requirements and quality standards.
- When serving as the Analyst In Charge (AIC), typically leads engagements of low or medium scope and complexity. Oversees all aspects of design, data collection and analysis, message development and report writing and ensures the quality and value of the final product. Prioritizes the work to ensure milestones are met. Assigns work to team members to include expectations and deadlines for completing assignments.

2. The incumbent must be able to obtain and retain a Top-Secret security clearance and obtain and retain eligibility for Department of Energy's "Q" clearance or access to Sensitive Compartmented Information (SCI).

Qualifications
You may qualify at the BAND IIA level, if you fulfill the following qualification requirement:One year (52 weeks) of specialized experience equivalent to at least the GS-12 grade/Band I level in the Federal service, or comparable experience in the private sector, conducting research and performing quantitative and qualitative analysis on program operations or procedures related to national security programs, policy, and acquisition, international affairs, nuclear matters, and/or the intelligence community; extracting data for report findings and recommendations; and presenting findings to various audiences.

This is a bargaining unit position.
This position requires the employee to report to the GAO HQ office building located in Washington, D.C. to work with classified materials, as mission needs require. Work will be performed in a secure environment. The employee may be permitted to telework per agency's telework policy; however the ability to telework will be limited.
Based on the staffing needs, additional selections may be made through this vacancy announcement.
Travel and relocation expenses will not be paid for by the GAO.
