    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This position serves as the Director of Military Personnel for the Military Personnel Office (MILPO) of the Army National Guard (ARNG).

    DEFINITION OF AREA(S)


    OF CONSIDERATION:
    Area 1 = On-board technicians currently assigned to NGLA-PES-F (SMFP) of the Louisiana National Guard


    Responsibilities Duties & Responsibilities:
    1.

    As the Director of Military Personnel for the State, Manages the Military Personnel Office programs through subordinate supervisors and senior workers that supervise technical and administrative activities within the organizational unit.

    Assigns work to subordinate units/sections based on consideration of project requirements, priorities, and functional unit responsibilities. Accepts, amends, or rejects work, which has been reviewed by subordinate supervisors. Provides advice, counsel, or instruction to supervisors and/or subordinate employees on both technical and administrative matters.

    Consults with subordinate supervisors and Human Resources Specialists on employee developmental needs and provides or makes provisions for such development and training.

    Makes decisions on work problems presented by subordinate supervisors. Collaborates with heads of other units to negotiate, decide and/or coordinate work-related issues affecting other units.

    Advises officials at the National Guard Bureau (NGB) on problems involving the relationship between the work of the organization supervised and broader programs, and the impact on such programs.

    Develops performance standards.

    Evaluates the work performance of subordinates and supervisors; and serves as reviewing official on evaluations/appraisals accomplished by supervisors or senior workers.

    Interviews candidates for select positions within the organization and approves selections for non-supervisory positions and recommends selections for supervisory positions.

    2. Manages development and administration of personnel programs for state ARNG units. Personnel programs include OPM, EPM, SIDPERS, Personnel Services Section, Medical Services, Educational Services, and Recruiting and Retention.

    Acts as principal advisor to the General Officer Commanders, Chief of Staff, and TAG on interpretation, planning, and subsequent execution of published personnel directives/doctrines from Department of Defense (DoD), Department of Army (DA), NGB, and Office of Personnel Management.

    Responsible proponent for the development and implementation for all ARNG personnel regulations pertinent to state activities and requirements. 3. Oversees the organizational development of a variety of state ARNG units as pertains to personnel requirements.

    Reviews and analyzes personnel data matters derived from a variety of systems and documents such as Tables of Organization and Equipment (TOE); Modified Table of Organization and Equipment (MTOE); Table of Distribution and Allowances (TDA); Department of Army Plans, Programming and Budgeting System (DAPPBS); Total Army Analysis (TAA); and The Army Plan (TAP); to develop, implement and maintain the State ARNG Long Range Plan.

    Provides technical recommendations to the Chief of Staff and the TAG on all organizational personnel actions such as activations, deactivations, conversions, and reorganizations of the troop structure within the State.

    Oversees the development and execution of the State ARNG/active services military support programs which includes military personnel support to civil authorities in identifying critical skilled personnel to support emergency/non-emergency civil operations; state and federal drug programs; federal agencies in emergency and non-emergency operations and intelligence operations requiring special investigations (SI).

    5.

    Serves as the primary point of contact for identifying personnel skill specialties pertaining to the planning for and subsequent implementation of state emergency assistance programs, which involve natural and man-made disasters and civil disturbances.

    Manages the personnel resources required to provide Outside Continental U. S. emergency disaster relief when requested by NGB through the Adjutant General. Designated as the orders issuing authority for all military related orders. Serves as a member and/or as an advisor to Federal Recognition Boards.

    Responsible for the management of military personnel boards to include Selective Retention Boards, Unsatisfactory Participation Appeal Boards, Enlisted Promotion Boards, Officer Promotion Boards, Incapacitation Pay Boards, Officer Reclassification Boards, MOS Medical Retention Boards and other special boards established by The Adjutant General.

    6.

    Manages a significant portion of the ARNG State Operating Budget for personnel functions, which includes the programs for Recruiting and Retention, Incapacitation Payments, Educational Funding, Special Boards, Medical Payments, Drug Testing, and State Employee Budgets.

    Adjusts personnel budget accounts based on mission priorities and special requirements.

    Participates in budgetary functions as a Program, Budget, and Accounting Committee (PBAC) member and a principal program manager within the state Program, Planning and Budgeting System (PPBS).

    7. Performs other as duties as assigned. Requirements Conditions of Employment 1) National Guard Membership is required. 2) Males born after 31 December 1959 must be registered for Selective Service. 3) Federal employment suitability as determined by a background investigation. 4) May be required to successfully complete a probationary period. 5) Must be currently assigned to NGLA-PES-F of the Louisiana National Guard

    Must maintain appropriate level of security clearance.

    NATIONAL GUARD MEMBERSHIP IS REQUIRED:
    This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Participation in direct deposit is mandatory.


    Qualifications GENERAL EXPERIENCE:
    Must possess experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems


    SPECIALIZED EXPERIENCE:

    Must possess the requirements of one 1 year equivalent to at least next lower grade level; at least Thirty-six (36) months experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; must have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.


    CONDITIONS OF EMPLOYMENT & NOTES:
    1. This is an Army National Guard dual status technician position, which requires military membership. 2. Must be able to obtain and maintain the appropriate security clearance of the position. 3.

    This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

    An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 4.
