    Pinon Unified School District, a leader in primary and secondary education, is seeking a Director Of Human Resources to join our team of dedicated professionals. Our district has a rich history of providing quality education to the children of our community since 1984, and we have grown to include three campuses and a comprehensive curriculum that encompasses preschool through grade 12. Our ideal candidate will be a strategic thinker who can lead in the development and implementation of programs and services to meet the needs of our students and staff.

    JOB GOAL: To provide leadership in the development, implementation, and coordination of the District's Human

    Resources and Professional Development.

    DUTIES AND RESPONSIBILITIES:

    Program Management

    1. Assumes responsibility for accomplishing the general and specific goals of the Human Resources and

    Professional Development programs.

    2. Coordinates and evaluates the Human Resources and Development Programs.

    3. Oversees the recruitment screening, hiring, training and supervision of staff reporting directly to the position.

    4. Reports progress of the Human Resources Program.

    5. Provides information for and participates in meet and confer activities as appropriate.

    6. Manages grants and other funding for the Human Resources Program.

    7. Assumes responsibility for and manages the District Housing Program.

    Planning

    1. Develops and implements the district's employee benefits program.

    2. Develops and implements a district-wide staffing plan.

    3. Develops and implements salary schedules for all employment categories.

    4. Develops and implements a recruiting plan to insure that all positions are filled by highly qualified individuals.

    5. Develops and maintains current Position Description for all positions.

    7. Develops and implements a professional development plan for all positions.

    8. Develops and maintains the District Calendar.

    Program Implementation and Evaluation

    1. Coordinates efforts with principals and program directors to implement district-wide Human Resources activities.

    2. Develops and implements an evaluation system for determining the effectiveness of Human Resources and

    Professional Development activities.

    3. Develops and maintains forms, records and databases for monitoring, evaluating, reporting and auditing accomplishment of general and specific goals of the Human Resources program.

    4. Develops and implements a system for advertising position vacancies

    5. Develops and implements a system for insuring that employees have met the necessary certification, fingerprint clearance and other requirements for their positions.

    6. Develops and conducts references and background checks on candidates recommended for hire.

    7. Develops and maintains a system of personnel records for all employees.

    8. Develops and implements a system of employee evaluation.

    9. Prepares and reviews employee contracts for accuracy and informs the administration of any concerns.

    10. Develops a program for district-wide recruiting.

    11. Administers the Board's Policy on affirmative action, equal opportunity, Indian Preference in Employment and harassment.

    12. Reviews and recommends changes to personnel policies as appropriate.

    Communication

    1. Informs the Superintendent and Governing Board of successes, problems and needs of the program.

    2. Communicates matters of importance to staff, parents, community and administration.

    3. Schedules, organizes and attends meeting as necessary.

    4. Develops and publishes a quarterly district newsletter.

    Administration of Personnel Needs

    1. Develops and maintains systematic personnel records.

    2. Evaluates faculty certification and advises individual personnel on their status in meeting certification requirements.

    3. Develops a salary schedule and places individual personnel in accordance with District Policies.

    4. Recommends employee benefit programs to the Board.

    Accountability

    1. Attends Governing Board meetings.

    2. Attends Staff meetings.

    3. Prepares, recommends and maintains department budget.

    4. Performs other duties assigned by the Superintendent.

    Requirements

    QUALIFICATIONS:

    1. BA Degree required.

    2. Knowledge of the personnel field.

    3. Two years' experience in an executive leadership position.

    4. Knowledge of public school teaching requirements.

    5. Strong organizational and communication skills.

    6. Experience in professional development.

    7. Knowledge of employee organizations and the Meet and Confer process.

    8. Experience working with linguistically and culturally diverse populations.

    9. Knowledge of personnel laws and regulations.

    10. Strong interpersonal skills.

    11. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
