Nevada County is seeking an Appraiser I.The right candidate for this position will have the opportunity to secure and analyze data needed to appraise real property for tax purposes.
Under general supervision, they will assist with making standard field investigations, studies, and appraisals of residential, commercial, and agricultural properties.
This is an in office, entry-level class position for real property appraisal work. Incumbents will work under supervision while gaining more independence as knowledge and skills are acquired.This position is flexibly staff with Appraiser II, and incumbents normally advance to the higher level after gaining experience and achieving proficiency that meets the requirements for Appraiser II.
Vital Duties Include
Conduct investigations, gathers, organizes and analyzes data to calculate taxable value of all taxable real property in accordance with accepted appraisal practices and standards.
Inspects and measures building improvements and changes to determine effect on value; inspects exterior and interior of buildings to understand classification according to standards set forth in appraisal manual.
Analyzes sales, income and expense data to decide rates, net income, and value of income producing properties and to make comparisons and adjustments to estimate the fair market value.
Obtains information from owners, contractors, real estate agents and others, combining records and factual information and comments on appraisal forms.
Prepares drawings of buildings and improvements in relation to property lines; annotates maps to assist in field investigations.Splits and allocates values for subdivisions and combinations and determines correct parcels containing improvements.
Provides professional and courteous customer service while clearly explaining assessment procedures, valuation methodologies, determinations, and applicable laws to members of the public.
Performs roll corrections on properties incorrectly assessed, reviews properties for special exemptions and exclusion eligibility, and processes claims.Prepares analysis and defends challenged assessments before the Assessment Appeals Board.

Level I
Bachelors' degree from an accredited college or university. Major coursework in accounting, business or public administration, economics or a closely related field is preferred.
OR
Graduation from high school or possession of GED and four years of relevant experience obtained within ten years of date of application.
accountant, real property appraiser, auditor, real estate loan agent, building cost estimator or appraiser aide or appraiser trainee in an assessor's office,
OR
A combination of experience, where 2/3 of the four-year experience requirement may be progressively responsible administrative work in an assessor's office and the remaining 1/3 of the experience requirement must be in a position comparable to Nevada County's Appraisal Technician I or II or positions listed above.
Possession of a valid certificate as an Appraiser issued by the California State Board of Equalization is required within one year of hire.
