    Amentum is hiring a Supply Chain Senior Manager to lead a team of subcontract administration and procurement professionals through the acquisition process of materials and services in support of a variety of programs and customers. The Supply Chain Senior Manager is responsible for the subcontract function, procurement function, reporting on critical performance metrics of the functions, capture support, implementing and using MRP and procurement systems, supporting program transition efforts, leading small business, and vendor performance management efforts. The Manager will be responsible for initiatives that support Business Area and Corporate-wide objectives.

    As the Supply Chain Senior Manager, you will be responsible for daily duties, such as:

  • Acting as liaison between program management, business operations, procurement, quality assurance, and engineering.
  • Leading the sourcing efforts for funded and unfunded service requirements and recommends acquisition approaches to program stakeholders.
  • Researching and develops new sources of supply and keeps informed of new service offerings, subcontractor performance on other Amentum programs, and price trends.
  • Supports employment, training, motivation, discipline and performance evaluation of assigned employees. Responsible to drive process improvements and seek opportunities for optimizing the procurement process.
  • Oversees the compliance of the Subcontract files and documentation within the Information and Analytics business area. Engages with business area leadership and GSCM leadership to align organizational goals with operational needs.
  • Provides input to capture strategy with Global Supply Chain Management Business Development (GSCM BD) Support organization and mitigates transition and operational risks identified during capture.
  • Additional duties include:

  • Perform duties as an authorized representative for the overall performance of all procurement and supply chain management functions within your purview.
  • Act as a direct supervisor of subcontract administrators, buyers and logisticians
  • Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
  • Recommend, develop, implement, establish, and enforce procedures to increase efficiency and improve cost effectiveness for department.
  • Adhere to AMENTUM and Federal policies for the Acquisition of direct and indirect materials and services.
  • Account for the compliance of procurement professionals being supervised.
  • Account for the Small Business Supplier program's performance with regard to programs and procurement staff.
  • Develop and administer data driven business rhythms to measure and report the effectiveness of the team. Provide Subcontract and Consultant Agreement administration as needed.
  • Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance and performance requirements are met.
  • Influence Task Order capture strategy and Pwin with direct Capture support, or input and coordination with GSCM/BD.
  • Manage Task Order proposal requirements and compliance applicable to GSCM content of an opportunity.
  • Develop and execute Task Order transition plans outlining key milestones, system implementation, subcontractor award and mobilization timelines, logistics/transportation plans, etc.
  • Lead direct reports in using of GSCM tools such as AMENTUM-Speed, SCMS, CostPoint, Amentum MRO, IFS and others.
  • Support monthly program reviews and strategy engagements with operational customers.
  • Conduct regular meetings with direct reports to manage communication of corporate initiatives and policy changes.
  • Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions in coordination with GSCM and Program leadership.
  • Support talent development and succession planning efforts.
  • Use attention to detail and organization skills to understand work problems and procedures and ensure accuracy of subcontracts and proposals.
  • Reviews the work of others and able to detect errors or needed modifications. Ensures work products are accurate and complete.
  • Direct the work of a diverse employee population assigned to the department.
  • Perform additional duties and projects as assigned.
  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. Comply with AMENTUM Policy & Procedures, FAR/DFAR, and all Environmental Health & Safety and Quality Assurance requirements and goals
  • Minimum Requirements:

  • Bachelor's degree in business supply chain management or associated discipline. 4 years of experience in a related field can be substituted for each year of the four-year degree requirement.
  • 12 years of experience in supply chain or related field required, including at least 5 years in a management capacity.
  • Experience in a high volume, global supply chain management environment.
  • Ability to work independently and in a team environment.
  • Ability to obtain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.
  • Working knowledge of modern principles of efficient materials management, movement and inventory control.
  • Knowledge of Federal Acquisition Regulations; experience with import/export issues.
  • A demonstrated commitment to sound financial management, efficiency, and the pursuit of established objectives.
  • Strong organizational and interpersonal skills are necessary. Ability to develop and execute effective strategies is required.
  • Demonstrated experience leading a successful organization in achieving consistency of service, orientation to clients or customers, and operational efficiency.
  • Progressive record of successful supply chain optimization, implementation of best industry practices, and change management.
  • Experience with CPSR audits, FAR/DFAR regulations, and complying with ACO Consent processes.
  • Experience administering and driving improvements to Subcontract Management and Procurement metrics is required.
  • Program start transition support (deployed or remote).
  • Service Contract Act experience.
  • Experience with Cost Point Procurement.
  • Strong computer skills, specifically in Microsoft Word and Excel.
  • Ability to communicate orally and through writing with Amentum Management.
  • Preferred Qualifications

  • At least 3 years of experience in subcontract administration in support of Department of Defense and/or Navy programs.
  • Knowledge working in Costpoint.
  • International customer experience and ability to understand requirements necessary to engage with foreign entities.
  • Prior military logistics experience.
  • Professional Certification in Supply Chain field.
  • Experience in the support of contingency operations.
  • Experience with Maximo Procurement.
