    This is position is located in the Civil Rights Division, Richland County.

    Are you the One? We are looking for a Program Coordinator IIwho provides assistance in the establishment of new programs or the modification of existing programs within the Office of Civil Rights & Privacy of the South Carolina Department of Health and Human Services. This position will be responsible for the development, implementation and management of the agency's HIPAA, Privacy, and ADA awareness training program and coordinating all related activities. Oversees web and training compliance. This position is responsible for managing the Office of Civil Rights & Privacy's budget and procurement related activities to include, but not limited to, maintaining contract renewals, purchase requests and office asset inventory. Performs duties to promote compliance with the Civil Rights Act of 1964, Title II of the Americans with Disabilities Act (ADA) and the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, the Affordable Care Act of 2010, Health Insurance Portability and Accountability Act of 1996 (HIPAA). Reviews, evaluates, and reports on assigned program area.
    • Assists in the coordination of various cultural diversity and HIPAA and Privacy
      Trainings for the agency. Develops and coordinates targeted trainings for program areas or individuals as a result of single or repeated non-compliance issues. Utilizes county office feedback results along with ADA regulations, to develop and present procedural training with regards to special accommodations requests such as the administration of Braille applications agency-wide. Educates staff on civil rights procedures and monitors existing processes for modifications. Coordinates additional HIPAA/Privacy, and/or ADA awareness training projects, activities and communications outside of scheduled training requirements. Provides input and support in maintaining and updating the agency's HIPAA/Privacy, ADA, and Cultural Diversity awareness training and testing policy to ensure compliance with State and Federal compliance requirements. In alignment with the agency strategic plan of tracking and enhancing employee accountability, track and report all training non-compliance by all agency staff and takes necessary steps to achieve training compliance. Provides administrative and logistical support for projects and
      initiatives within the Office of Civil Rights & Privacy by working with team members to coordinate ADA, LEP and/or privacy work activities, meet deadlines, and provide support as required to ensure agency compliance and the smooth functioning of the division.
    • Work closely with the agency's web designer and division manager to ensure web compliance according to the Rehabilitation Act of 1973, the ADA of 1990 and the Affordable Care Act of 2010 to ensure web compliance requirements are met through review of the department's main external website, selected microsites and proposed programs. Assists team staff in maintaining and updating the division's regulations database and on an as required basis, carries out specific ADA, LEP, and/or privacy research assignments, updating the database and providing support to one or more staff members in regards to project and programmatic efforts. Assist with services such as web accessibility to improve beneficiary self-service tools usage.
    • Provide primary support to the Office of Civil Rights & Privacy in the drafting of standard operating procedures, bulletins, forms, reports, travel documents, etc. As necessary, assist with the distribution, and circulation of publications and mail outs, to include Braille applications and Rights and Responsibilities brochures. This job function will assist with achieving the agency's goal of modernizing and digitizing administrative business functions. Assist in the creation of ADA, LEP, and/or privacy materials and/or informational mailings to agency staff. Assists in the coordination of all appropriate mailings or distribution. Liaises with agency staff as required, and assists team members in maintaining and updating team's database and mailing lists using Microsoft Office Suite programs, tracking the divisions budget and performing other administrative tasks. Manages and maintains all procurements for the OCRP including P-Card purchases for office supplies and shopping carts for trainings and services. Assists in the tracking of the office budget, developing budget values for the fiscal year, and preparing budget documents for annual budget renewal. Provides ongoing support for the proper functioning of the Office of Civil Rights & Privacy
      by assisting in other assignments, projects, or duties as they arise. May assist team members with ADA, LEP, and/or Privacy related tasks as required to ensure smooth functioning of the division.
    • Maintains the status of multiple, complex projects and initiatives facilitated within the Office of Civil Rights & Privacy. Solicits input from Program areas as needed; assigns deadlines and maintains timelines and ensures follow-up. Ensures deadlines are met on all responses, correspondence, and special projects, to enhance employee
      accountability which aligns with the agency's strategic plan. Performs other related duties to ensure smooth functioning of the division.

    Minimum and Additional Requirements

    A bachelor's degree and relevant program experience in awareness training administration, State of SC procurement, contracts, or vendor management.

    An equivalent combination of education and experience may be accepted with prior State Human Resources approval.

    Preferred: Experience with nondiscrimination laws preferred. Three (3) years of experience performing related duties, to include data management, project management, and responding to compliance issues with regards to benefit programs preferred. SCEIS knowledge preferred. Experience managing awareness training platform.
    Additional Requirements:
    • Sitting or standing for long periods of time.
    • Occasional overnight travel.
    • Lifting requirements: 20 lbs.
    Preferred Qualifications
    • Knowledge of an agency's mission, programs, and objectives.
    • Knowledge of an agency's organizational structure, the people who manage the work and the processes applicable to government work.
    • Knowledge of Title II of the Americans with Disabilities Act, Title VI of the Civil Rights Act of 1964, Sections 504 and 508 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and the Affordable Care Act of 2010 as they relate to benefit programs.
    • Must have excellent written and verbal communication and presentation skills.
    • Ability to exercise judgment and discretion in interpreting and applying policies and procedures.
    • Ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals.
    • Experience with generating shopping carts with the State SCEIS purchasing system.
    • Experience with South Carolina state Procurement code.
