    Compensation:Compensation Type:ExemptEmployment Type:Fixed Term (Fixed Term)Scheduled Weekly Hours:40Grade:E10Department:Community OutreachPosition SummaryThe High School Equivalency Program (HEP) is a federal grant funded by the U.S. Department of Education (ED). The grant aims to provide students, with a migrant or seasonal farm worker background increased access to obtaining a HSE. The HEP Director is responsible for the ongoing success and implementation of the programs approved by the federal grant proposal. The Director plans and implements all program initiatives, participates in the generation of the programs resources and the design and development of the programs operating goals, objectives, and protocols.Duties & Responsibilities
    • Plans and coordinates the development, implementation, and execution of the HEP program, special projects, and other initiatives designed to achieve the overall mission, goals, and objectives of the program.
    • Develops, directs, and coordinates the implementation of goals, objectives, policies, and priorities for the program; recommends, within program policy, appropriate service levels and resources; recommends and administers policies and procedures.
    • Leads the collaborative development of HSE curriculum that successfully prepares students for the HSE exam and reduces the need for postsecondary remediation.
    • Develops and carries out a strategy that ensures student matriculation to advanced postsecondary enrollment, training programs, employment opportunities, and/or the military.
    • Develops, administers, and oversees the program budget; monitors program expenditures to ensure compliance with established laws and regulations, as well as funding agency requirements.
    • Develop and implement a student recruitment plan that includes formal partnerships with local public school districts, and local and state agencies.
    • Prepares annual and progress reports to the U.S. Department of Education.
    • Establishes and maintains relationships with school district officials, community leaders, various organizations, and public agencies to encourage participation, stimulate interest, and coordinates projects with assigned programs and activities.
    • Attends and participates in professional group meetings and various committees and advisory groups; stays abreast of new trends and innovations in the field of migrant education and other services as they relate to the area of assignment.
    • Monitors changes in laws, regulations, and technology that may affect program operations; implements policy and procedural changes as required.
    • Provide immediate oversight of project staff and faculty.
    • Develops and implements a formative evaluation process for all faculty and staff that measures instructional and program effectiveness.
    • Develops and implements short and long-term project evaluation plans aimed at continual project improvement.
    • Works in collaboration with project staff, faculty, and external evaluator to perform ongoing program improvements.
    • Provides HSE instruction as necessary.

    MINIMUM JOB REQUIREMENTS:

    • Bachelor's degree in Education, Business or related field, and three (3) years of leadership experience with education projects or grant management at a college or high school level.
    • Experience working with low income, first-generation, under-represented, and/or migrant and seasonal farmworkers.

    PREFERRED QUALIFICATIONS:

    • Master's Degree in Education, Business Administration, Adult Education, or related field.
    • One year of leadership experience with education projects or grant management at a college or university.
    • Bilingual (Spanish and English. Grant administration and budget experience.
    • Experience working in a higher education environment.
    • Prior experience with High School Equivalency Program (HEP),Adult Education and or CAMP.

    KNOWLEDGE, SKILLS, and ABILITIES:

    • Knowledge of budget development, administrative practices, and organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
    • Knowledge of student support services, student learning, student success, and enrollment management.
    • Knowledge of principles and practices of fiscal and grant management.
    • Knowledge of the development, implementation, and assessment of student learning and/or service area outcomes.
    • Knowledge of principles and practices of accounting, spreadsheets, database record keeping and other business processes.
    • Knowledge of principles and practices of employee supervision, including work planning, assignments, review and evaluation, hiring and the training of staff and work procedures.
    • Knowledge of methods and techniques for the development of presentations, business correspondence, and information distribution; research and reporting methods, techniques, and procedures.
    • Ability to effectively representing the program with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
    • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds.
    • Ability to effectively lead employees and teams with a collaborative style.
    • Ability to utilize data and assessment outcomes to make improvements for programs and services.
    • Ability to establish and maintain cooperative working relationships with College staff, faculty, administrators, and outside entities.
    • Ability to effectively administer a variety of High School Equivalency (HEP) Program projects, events, and administrative activities.

    PHYSICAL DEMANDS:

    • No or very limited physical effort required;
    • Must occasionally lift and/or move up to 25 pounds;
    • No or very limited exposure to physical risk.
    • Must be able to utilize/view a PC and or monitor

    WORK ENVIRONMENT:

    • Work is normally performed in a typical office environment.
    • Occasional outside travel may be required.
