    The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seeking candidates for the MFC Utilities & Infrastructure Support(U&IS) Division.

    INL is recognized as the lead national laboratory for the United States Department of Energy, Office of Nuclear Energy, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment.

    MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication, and post irradiation analysis.

    MFC is plays a pivotal role in supporting the National Reactor Innovation Center, which provides resources for testing, demonstration, and performance assessment to accelerate the deployment of new, advanced nuclear technology concepts.

    The U&IS department manager is responsible to ensure team performance is in accordance with Materials & Fuels Complex (MFC) procedures and processes and reflects exemplary disciplined operations for the MFC Utilities & Infrastructure Support (U&IS) facilities, equipment, systems and utilities for ~70 buildings.


    Key functions of the role are:

    • Responsible to ensure facility operational envelopes are identified and maintained compliant. Understand facility operational limits and compliance requirements associated with those parameters of operations. A 4x10 day shift is the primary expectation for this role, however 24/7 back-shift support is also expected.
    • Responsible for providing strategic input to and partner with Construction Field Representatives (CFRs) on all MFC new construction and modifications, ensuring work is executed as planned.
    • Responsible for infrastructure and equipment which includes major utility systems such as electric boilers, steam lines, water, sewer, gas, compressed air, electrical, HVAC, and distribution systems.
    • Responsible for providing oversight and compliance with safety and security requirements for U&IS facilities.
    • Provide strategic input to MFC 5-year strategic plan and manage additional lab level funded projects. Responsible for managing projects from conception to completion. Ensure Integrated Priority List (IPL) items are submitted with appropriate cost and scope identified.
    • Provides line management function for supervisor's and staff. Leads all aspects of human capital management including hiring, providing development opportunities, engaging employees, and rewarding performance. Participate in union negotiations as needed.
    • Must have a strong understanding of the Unreviewed Safety Questions (USQ) process and ensure staff are appropriately trained to this process.
    • Responsible for holding self and others accountable to implement the MFC Management Model and Leadership Maxims.
    • Responsible for managing $25M infrastructure budget and accountable for system maintenance, accurate project planning and performance to budget.
    • Responsible to provide leadership to exempt staff, and 2 supervisors with ~50 employees working a variety of shifts providing support to facilities/complex 24/7/365.
    • Responsible for providing operational authority over large projects funded with IPL funds (including nuclear facilities until appropriate turnover time to the NFM).
    • Responsible to provide transfer approval for materials required for radiography and other inspections and ensure that those materials properly located by close of business.
    • Serves as the MFC Facility Complex Manager (FCM).

    QualificationsMinimum Requirements:
    MR0300 – BS in Engineering, Facility Engineering, or related technical discipline with relevant experience in nuclear and industrial maintenance/facility operation, nuclear and non-nuclear maintenance, project management, engineering, and prior supervisory experience A combination of 15 years of education and experience may be substituted in lieu of degree

    • \Must have 5 years demonstrated experience leading and managing employees Must be a US Citizen and have the ability and willingness to obtain and maintain a "Q" clearance
    Preferred Qualifications: 2 years experience in nuclear facility operations and/or DOE Nuclear Facility Manger qualification.

    Position requires in-depth knowledge of: All aspects of managing personnel including bargaining unit members Union contracts and aspects of managing a bargaining unit Reliability Centered Maintenance programs including; monitoring methods, processes, tools, and equipment used to operate, maintain, or repair machines/equipment, tools, fixtures, buildings, and grounds Facility Health monitoring including long term strategic planning for system modifications and upgrades Budget planning, project management, and budget tracking/performance metrics.

    Safety and environmental compliance including knowledge of 10CFR851 worker safety and health, and RCRA, CERCLA, and other environmental federal and state regulations.

    Computer applications and business systems such as Microsoft Office, computerized preventative maintenance systems such as Asset Suite (AS)
