    Position Summary:

    ISI is looking for an experienced construction project manager (CM-PM) with an owner's representative background and expertise in the construction industry to provide construction management services to a federal client in the healthcare industry, specifically in healthcare information and technology (IT) infrastructure projects. The CM-PM will support a federal client looking to plan, study, design, and manage ongoing construction projects of various sizes and complexity for electronic health records modernization (EHRM). The position will support government project managers and fellow contractor project managers, who will work as part of a more extensive design/construction program. The ability to lead and work as a team and independently is critical. ISI seeks an individual who communicates clearly, takes initiative, and embraces project ownership. This position may provide mentorship to junior teammates.

    Essential Job Functions

    1. Must have a bachelor's degree in construction management, engineering, architecture, or related field and seven (7) years of construction management (CM) experience, OR, education requirement may be substituted by fifteen (15) years of directly related experience in management of facility construction projects including supervqaision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
    2. Individual shall have experience and shall conduct and document daily inspections with building construction and renovation, utilities, drainage, earthwork, site work, irrigation, contract documents, submittals, RFIs, and considerable overlap with other construction trades, i.e., architectural, mechanical, electrical, plumbing, irrigation, landscaping, hardscaping.
    3. Review the contractor's submittals and RFIs; maintain accurate and complete job files, including as-built drawings and specifications; identify progress delays and recommend appropriate corrective measures to the project lead to mitigate delays and maintain the progress schedule.
    4. Conduct or attend weekly meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly. Keep thorough records of all construction-related matters to assist VA in conflict resolution.
    5. Maintain an inventory of materials, supplies, and equipment. Monitor the quantity of materials used in contract administration and project conduct.
    6. Maintain list(s) of observed defects and omissions. Prepare inspection punch lists and coordinate the resolution of punch list items.
    7. Ensure installed work is consistent with approved construction documents and submittals and make recommendations to the project lead for final approval of submittals and installed work.
    8. Prepare estimates for changes and review contractor change quotations and cost breakdowns for proposed labor, equipment, and materials quantities.
    9. Provide feedback to the project lead on all information reviewed and work inspected.
    10. Identify progress delays and recommend appropriate corrective measures to the project to mitigate delays and maintain the progress schedule.
    11. Observe work completed by the contractor and subcontractors for proper installation and application of construction materials and report findings daily to the project lead.
    12. Review the contractor's breakdown and all submittals on the contractor's proposed equipment and materials; review the contractor's submissions on cost breakdown and cost loading. Make recommendations to the project lead for approval or disapproval.
    13. Review samples of equipment and materials used for construction and provide analysis to the project lead.
    14. Maintain a marked-up set of project plans and specifications for future as-built drawings.
    15. Review construction testing/inspection reports submitted by the Contractor and provide approval/disapproval recommendations to the project lead.
    16. Revise the Contractor's proposed utility services and traffic interruption plans and report to the project lead.
    17. Assists in the documentation and administration of construction contract changes (drafting proposal requests, preparing cost estimates, reviewing cost proposals, assisting the client in negotiations, and preparing change order packages for the Contracting Officer and onsite project lead).
    18. Perform Safety Inspection and Prepare Safety Inspection Reports.
    19. Review contractor requests for payment for accuracy and acceptability and submit written recommendations.
    20. Note and document daily conditions, including environmental conditions that may impact construction safety and EPA compliance, and report findings to the onsite project lead.

    Required Qualifications and Skills

    1. Microsoft Office Suite (MS) proficiency is required, particularly in Word, Excel, PowerPoint, Project, Teams, and SharePoint. Develop reports and special documents as assigned, using tools such as MS Office Suite and MS Project.
    2. Experience with construction management information systems such as Procore, Kahua, and other software relevant to the position is preferred.
    3. Excellent written, verbal, and presentation skills in English.
    4. Experience with federal construction is preferred. Experience with Department of Veterans Affairs (VA) cemetery construction is highly preferred.

    Required Education and Certifications

    1. Bachelor's Degree in Construction Management, Engineering, Architecture, or related field and seven (7) years of construction management experience. Education can be substituted for fifteen (15) years of relevant experience.
    2. You must have a current OSHA 30-hour certification OR be willing to obtain it within 60 days of hiring.
    3. Certified Construction Manager (CCM) certification is preferred.

    Work Setting/Environment/Travel Requirements:

    • Monday through Friday, Normal business hours 8:00 am – 5:00 pm
