    Provide consulting services to PSE's utility clients including but not limited to updating and maintaining client's Geographical Information Systems (GIS) by leading projects from requirements definition through deployment, identifying schedules, scopes, budgets, and implementation plans, including risk mitigation.

    Must be passionate about supporting clients and the communities they serve to advance society for the good of all, see every complex project as a chance to make a mark on the future and provide clear, balanced guidance needed for long-term success.

    Map service publication and management : Proficient use of ArcGIS Desktop and Pro to interpret and update electric, water, sanitary, and stormwater distribution construction and maintenance drawings to update GIS databases.


    • Esri Utility Network Management : Design modifications to Esri's standard asset packages to meet a utility's needs. Develop the asset package according to the modifications and deploy it on the utility's system.

    SQL/SDE Database Management :
    Create enterprise SQL databases for legacy and Utility Network Esri Enterprise installations. Develop and manage the database schema. Create and manage user permissions. Perform version management and database backups.

    • Esri ArcGIS Enterprise GIS Management : Design, deploy, and update ArcGIS Enterprise systems. Help the utility to identify the correct purchasing options. Perform software authorizations and installation. Perform Windows's system administration, including appropriately configuring Windows's permissions and security settings.
    • Esri Utility Network Analysis : Create trace configurations in a utility's UN and assist utility staff in executing tracing. Develop QA/QC processes for the utility to manage their UN or legacy network. Develop a UN data audit in a utility's ArcGIS Pro project.
    • Administration of ArcGIS Online and Portal for Arc

    GIS :
    Configure and deploy Portal for ArcGIS and ArcGIS Online. Create appropriate data connections to utility data sources and external data sources—Configure user permissions for access with appropriate rights. Publish maps and apps.

    • Create ArcGIS Sites and Hubs to distribute GIS resources across an organization. Develop workflows for Field Maps and Survey123 to assist in mobile data collection. Support high-accuracy GPS collection for clients with a focus on hardware and software expertise.
    • Data Automation: Identify and develop processes to automate data collection, integration, and updates using tools including ArcGIS model builder, FME, and Python. Develop FME workspaces for data extraction and translation. Develop Python scripts in Jupyter Notebooks for client documentation needs and reusability.
    • Advanced Data Automation : Develop scheduled scripts to automate data collection and processing. Create SQL database triggers and procedures to maintain data integrity across feature classes and tables.
    • Data Analysis and Business Intelligence : Use ArcGIS Pro tools, Portal maps and apps, FME, and Python within the ArcGIS platform for data analysis and business intelligence. Develop FME workspaces to extract data from multiple datasets and translate and structure the data.
    • Project Management : Manage multiple projects simultaneously with responsibility for developing the project charter and reviewing it periodically with the client, ensuring client objectives and criteria for success are met, managing deliverables such that they are delivered by the team within the project budget and timeline, and identifying issues and risks. Responsibilities also include working with the client to manage their expectations and address issues when they arise, determining acceptable solutions with the client to technical and project related issues. Regular activities include scheduling and leading project meetings, answering client questions and presenting deliverables to the client, managing budget and deliverables, and determining tasks for yourself and other team members to accomplish deliverables.
    • New Project Wins : Lead discussions with the prospective clients identified by others to determine a scope and budget that is valuable to them. Work with the GIS team manager to complete the scope and budget for proposals.
    • Continue to innovate in the GIS practice with a focus on using the latest technology and techniques.
    Associate or bachelor's degree in geography with a concentration in GIS or relevant experience

    • Knowledge is typically acquired through at least 8 years of experience with Esri's ArcGIS platform.
    • Familiarity with additional computer software tools, including Office 365.
    • Knowledge of electric utility systems and gas and water utility systems is a plus.
    • Familiarity with programming languages like Python and JavaScript is a plus.
    • Proficiency in AutoCAD, SQL Server, Oracle Database, and MS Access is a plus.
    • Possess the ability to achieve quality results, be change-oriented, use effective communication skills, be customer-driven, foster innovation, be a continuous learner, and display teamwork behavior.
