    Description

    PRIMARY PURPOSE:

    Under general supervision, coordinates all functions related to the procurement of goods and services, ensuring compliance with District policies and procedures. The position is responsible for overseeing procurement functions including but not limited to all competitive bid processes.

    QUALIFICATIONS:

    Education/Certification:

  • Bachelor's degree preferred.
  • Special Knowledge/Skills:

  • Knowledge of government procurement laws and practices
  • Public purchasing experience
  • Effective interpersonal and communication skills
  • Knowledge of Texas Public School finance and the Texas Education Agency Financial Accountability System Resource Guide
  • Ability to interpret policy, procedures, and data
  • Experience in preparing bids and proposals
  • Experience in procurement related to construction and bond programs
  • Experience:

  • Three years of experience purchasing experience
  • Experience working in a public entity or Texas Public School environment is preferred.
  • Knowledge of the TEA Accounting System (FARSG) code and a working knowledge of the invitation to bid, request for proposal, request for information, and request for quote process.
  • MAJOR RESPONSIBILITIES AND DUTIES:

  • Coordinates all competitive bid processes related to the procurement of goods, equipment and services valued over the bid threshold established by the District
  • Prepares bid and proposal solicitation documents, including advertisements, bid proposal (RFP, ITB, RFQ, ITN, etc.), specifications; prepares bid tabulations; evaluates bids and proposals for determination of award and posts; recommendations to award.
  • Reviews contracts to ensure accuracy of terms as well as proper documentation exists.
  • Works in coordination with our construction and facilities departments on procurement for projects related to ongoing bond programs.
  • Monitor contracts to ensure they remain valid and insurance up to date.
  • Maintain and oversee compliance with TEA purchasing policy and state statutes
  • Assist staff with the quote process
  • Maintain records and documents pertaining to bidding and purchase transactions
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the district.
