Essential Job Functions:
Primarily responsible for the development, administration, presentation, adoption, and publication of the City's Annual Budget to comply with GFOA award standards and all applicable laws, with the assistance of the Budget Officer and Chief Financial Officer.
Assists with the development of the Five-Year Community Investment Plan (CIP); assists in the development and administration of procedures that provide for effective internal controls; prepares and administers the Accounting Division's annual budget; assists in preparing the Annual Comprehensive Financial Report, and interim financial statements.
Assists in researching and implementing new accounting standards issued by the Governmental Accounting Standards Board (GASB); Long-range financial forecasting. Directly supervises employees in accounting, accounts payable, and payroll.Other Job Functions:
Performs other duties as assigned.

Knowledge :
Knowledge of generally accepted accounting principles especially as applied to governments; thorough knowledge of accounting and reporting procedures, including experience in preparation of the Annual Comprehensive Financial Report in conformity with the standards set by GASB and the AICPA; Knowledge of principles and methods of municipal budgeting; working knowledge of Microsoft Office and various governmental financial reporting systems; knowledge of payroll practices and reporting requirements (State & Federal); knowledge of city financial operations.
Skills/Abilities:
Ability to communicate effectively with other City officials, departments, coworkers, outside auditors, and agencies. Excellent analytical and problem-solving skills.
Physical Requirements:
Constantly sees and hears; frequently operates a calculator and personal computer, sits performs data entry, sorts, stands, twists body, types, walks, writes by hand.
Education/Experience:
Four-year degree from an accredited college or university in Accounting, Finance, or related field; Certification – CGFO, CPFO, or CPA preferred.
