    We seek a talented Talent Acquisition Manager to lead HR recruitment support for Global Research Talent (GRT), who has a history of success in filling critical positions and shaping next-level recruitment methodologies to join our team

    Position Description The Talent Acquisition Manager for GRT will play a key role in helping to accomplish the RAND Human Capital Strategy over the next three years to include developing, documenting, and refining processes to:


    • migrat e to a full-cycle recruitment process for identified roles in GRT
    * leverage GRT campus and conference outreach efforts to increase the diversity of our applicant pool
    * leverage the key leadership selection process to increase the diversity of candidate pools in senior positions
    As part of our active commitment to increasing the diversity of our workforce, the person in this role will partner with our GRT l eaders hip to refine the campus and conference diversity outreach strategy and to increase the consistency of our recruiting processes
    The Talent Acquisition Manager will manage recruiting staff responsible for recruiting GRT research staff and partner with HR colleagues working on recruitment of key leadership roles
    This role will source, attract , interview, and hire talented researchers, leaders and other professional roles that enable research and analysis
    This position will partner with GRT colleagues to develop, implement, and document proactive recruiting strategies and processes to attract specialized talent to RAND including sourc ing talent and develop pipelines , and lead the development of recruitment processes
    The successful candidate will be experienced in a talent acquisition role sourcing for unique professional and technical skill profiles for highly educated and trained technical and/or research related roles and will demonstrate a data driven approach

    Job Responsibilities:

    • Work collaboratively with key internal stakeholders (hiring managers and HR colleagues) to obtain current and future staffing needs, and partner to develop effective recruitment strategies to attract outstanding talent and meet recruitment goals.
    • Partner with GRT leadership to further refine the model for HR support of researcher roles across various disciplines ( e.g., economics, behavioral sciences, engineering sciences and defense policy) .
    • For identified roles, f unction as a full-cycle recruiter from the creating the requisition, developing recruiting and advertising strategies, conducting / facilitating interview and hiring decisionmaking processes with hiring teams and partnering with hiring manager s and teams to extend offers .
    • Ensur e a high level of candidate engagement and positive candidate experience.
    • Partner with internal colleagues to create and measure data-driven recruitment strategies.
    • Contribute to GRT recruiting strategy development and outreach efforts; develop strong relationships with key external partners to help build a robust pipeline of diverse candidates.
    • Continue to refine processes to review, update, assess and disposition candidate applications submitted online through WorkDay , RAND's applicant tracking system .
    • Identify and utilize appropriate targeted sourcing and research tools, including online searches, social media, networking, and targeted campaigns to proactively source candidates and build diverse candidate pools .
    • Utilize knowledge of multiple recruiting sources (beyond LinkedIn Recruiter) and advanced sourcing techniques to identify talent.
    • Direct the efforts of the research recruiter(s) .
    • Work collaboratively with colleagues to advance our recruiting processes
    Qualifications


    • Ability to use multiple recruiting methodologies with proven track record of sourcing, engaging, and recruiting highly educated academic, technical and/or research talent for professional and leadership roles preferably in a research, technology, education, or consulting setting.
    • Experience developing, refining, documenting , and measuring recruiting processes .
    • Proven knowledge of labor markets, contemporary recruiting practices and effective social media recruitment tools.
    • Demonstrated competency in a leadership role responsible for developing processes , managing staff, and coordinating with fellow recruiters while acting as the assigned recruiter for an identified group of requisitions .
    • Demonstrated cultural competency and past success in sourcing and attracting diverse talent for a variety of professional roles.
    • Experience working in an organization(s) with well- developed HR / recruitment practices and measurement, with a commitment to diversity.
    • Strong communication and relationship building skills.
    • Ability to work independently and to collaborate effectively with others at all levels.
    • High level of attention to detail and accuracy, with an analytical mindset.
    • Experience building strong business relationships with candidates , hiring managers and peers .
    • Proficiency in Microsoft Office suite required ; proficiency with WorkDay is preferred.
    • Ability to develop and execute recruitment strategies to achieve greater diversity in our talent pipeline.
    • Experience/exposure to recruiting in federal contractor environment is a plus; knowledge of OFCCP regulations is helpful.
    • Able to travel occasional ly .
    • Broad understanding of employment regulations and best practices
    Education Requirements


    • Bachelor's degree in business or related field is required; advanced degree is a plus.
    • HR certifications in recruitment or diversity recruiting are a plus
    Experience


    • Eight ( 8 ) or more years recruiting experience with at least 2 years of in-house experience required, preferably in a research, technology, education, or consulting setting.
    • Four (4) or more years of experience in building pipelines and attracting diverse talent.
    • One (1) or more years of supervisory e xperience required; 3+ years preferred

    • This position offers a hybrid work schedule with time in the office and the ability to work from home 1-2 days per week.
    • W hile a flex arrangement is preferred, fully remote work status may be considered

    Salary Range $ 117,700 - $ 179,700 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise ; and internal equity.

    The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken)
