    Description
    The Assistant Director of Transit (Operations) is responsible for the direct management of multiple departmental functions and transit-wide operations.

    This includes all of Charlottesville Area Transit (CAT) daily operations, including Bus Operations, Micro-transit, Radio Communications, and Fare Collection Systems.

    Working independently, manages Divisional business functions, supports systems and operational capabilities, using strategic management techniques.

    This position impacts CAT's organizational success by providing management oversight of the day-to-day transit functions; guiding long-term decisions regarding the provision of public transportation with insight into operational/functional impacts; managing the operating resources and capital assets while providing efficient transit service to the greater Charlottesville region; and ensuring that public transportation is maintained as a core business function and that key business functions are aligned to support those operations.

    The preferred hiring range for this position is between

    $92,108.00

    - $115,260.61 Annually.

    One-time hiring bonus:
    $3,500.00

    Starting offer is based on applicable education, experience, and internal equity.

    This is a full-time, exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement (up to $34/month), and continuing education/training opportunities.

    As an Assistant Director, the incumbent will receive 40 hours of discretionary leave per calendar year.

    The City of Charlottesville manages its own retirement system and does not participate in VRS,

    Under administrative direction of the Director of Transit, serves on the Department Leadership Team with direct management responsibility of a large portion of agency operations in operations.

    Working with the Leadership Team, develops management policies, plans goals and strategies for the department; administers and analyzes Division-wide transit services and operations or of financial controls, planning, and grants.

    This position will support the goals and purpose of safe, reliable, efficient delivery of transit services and access to transit facilities, as well as taking a strategic role in positioning Transit for growth.

    Performs related work as required.


    Operations and Safety:
    Provides executive-level operational oversight and direction for Bus Operations, and Micro-transit operations.

    Directs activities to ensure quality public transit service is provided safely, on schedule, and according to quality standards and cost objectives.

    Provides effective communication and technical support to staff and all Operations employees as appropriate.
    Develops and monitors objectives, policy, and procedures for the Operations Division.
    Provides contract management and oversight of Micro-transit services.
    Participates in capital project planning process to evaluate operational functionality and recommend enhancements for operational efficiencies.
    Monitors transit service and identifies opportunities for improvements/efficiencies; and develops and implements change initiatives for new and expanded priorities.
    Develops and implements both short and long-term operations strategies and plans.
    Provides management oversight of the Bus & Micro-transit Communications (radio systems/stations/towers, CAD/AVL, cameras) and for Fare Collection Systems functions.
    Resolves operational issues with, public officials, CAT staff, patrons, the general public and special interest constituencies.
    Sets departmental performance goals and objectives and facilitates development of strategies to meet or exceed performance objectives.

    Ensures the Operations Division's cooperation and participation with other departments providing any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.

    Manages records created and received in compliance with the City of Charlottesville & CAT Policies and Procedures.
    Represents CAT before local, regional, state, and federal government agencies, boards, commissions, and conferences.
    Represents the Director of Transit as required.


    Human Resource Management:


    Directs workforce and personnel administrative functions for the Operations Division, including hiring, supervising, training, motivating, assigning, counseling and disciplining staff, as well as establishing professional standards for work quality, quantity, performance, and accountability.

    Oversees a staff of professionals and has overall responsibility for all programs within their assigned functional area.
    Initiates appropriate personnel actions and transactions as necessary.
    Establishes performance standards and evaluates the performance of subordinate personnel. Develops and monitors Key Performance Measurements and enforces accountability.
    Coaches subordinate personnel and ensures the availability of training and professional development programs.
    Maintains effective employee and labor relations, as well as performance management including appropriate grievance procedure processes.


    Financial Management:
    Analyzes prior years' expenditures and revenues, and compiles and submits the annual operating budget for the assigned unit.

    Manages the division's budget and supervises preparation of the division's budget, participates in presentation of the budget to Leadership, and monitors program expenditures.

    Support the development of annual budget plans for programs, maintenance, capital projects, equipment, and goals.
    Adjust expenditure priorities as necessary.
    Prepare and manage the annual budget and ensure that expenses are kept within established parameters.
    Make recommendations for the replacement of capital equipment and determine the specifications for such equipment.


    Relationship Management:
    Oversees special project work directed by Leadership and/or City Council;
    Represents the agency in meetings with public and private-sector officials and citizen groups;


    Reporting and Analysis:
    Develops management indicators for budget development and evaluation of organizational performance;
    Analyzes programs' use patterns and performance compared to goals, reports the results and recommends improvements;
    Evaluates suggestions and improvements to existing operations;
    Evaluates and reports on the effectiveness of division operations and programs;
    Conducts service needs assessments, and analyzes city-wide Transit needs;


    Strategic Management:
    Serves as a member of the division senior management team which includes participating in the formulation of policy and advising on decision-making at the division level;
    Reviews and approves policies and procedures and implements or recommends changes as appropriate;
    Ensures that division plans and programs complement agency goals and objectives.

    Minimum Qualifications:
    Any combination of education and experience equivalent to a bachelor's degree from an accredited college or university appropriate to the functional area (public administration, organizational supervision and leadership, business administration, accounting, finance, or closely related field.)

    Six (6) years of administrative experience in the appropriate functional area of a diverse and full-service transit system or in a related field, with a minimum of three (3) of those years at the supervisory or managerial level.


    Preferred Qualifications:
    Class B CDL endorsement is highly preferred.

    Special Requirements:


    By employment start date, requires a valid driver's license issued by the Commonwealth of Virginia and is subject to the vehicle use policy and procedures.

Ability to plan and direct the activities of a large staff. Demonstrated skills in needs assessment and strategic planning. Ability to communicate effectively both orally and in writing. Knowledge of the principles and practices of the assigned functional area. Extensive knowledge of the principles, methods and challenges of organization and management.

    Must demonstrate ability to communicate ideas, delegate directions specifically with defined outcomes and follow up to ensure timely completion of tasks.

    High level of analytical and creative skills and ability to find creative, imaginative or unique solutions to complex interpersonal, professional, technical, financial and administrative problems.

    Knowledge of regional and local governing laws and processes. Knowledge of contract negotiation, bid procurement procedures, and RFP processes.

    SEDENTARY WORK :
    Ability to lift up to 10 lbs.

    occasionally and/or negligible amount of weight frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

    Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.


    The majority of time spent in this position involves inside work, however may involve exposure to extreme temperatures, extreme brightness, chemicals/hazardous waste, fumes/airborne particles, gases/gas leaks, and fuels.


    This position also may also require the use of or subject to vibration, driving light equipment and/or driving heavy equipment.

    The noise level in the work environment is usually moderate.

    This position may be required to work weekends, nights, holidays, emergency on-call, and/or weather-related emergency on-call.
