    Duties and Responsibilities:

    • Serves as the Director of Fiscal Administration at the UH Cancer Center providing various aspects of fiscal management advice to UH Cancer Center leadership and throughout the organization.
    • Work as a team member to identify, coordinate, and evaluate problems.
    • Serves on all shared resource advisory committees, which provide oversight & direction regarding shared resource activities & charge back rates; work with Shared Resource Directors & FO staff to determine annual charge back rates.
    • Responsibility for financial/budgetary planning, and management. Advise/assist the Director and the Associate Director for Administration (ADA) in financial planning and budget preparation. Participate in budget strategy discussions.
    • Provides technical advice in the overall management of UHCC to all levels of management, evaluating and recommending changes to UHCC specific fiscal procedures.
    • Responsible for Preparing, analyzing, & evaluating financial condition of all programs/functions/projects within UHCC & advises senior management of anticipated problems, major policy changes expected, impact on resources, & impact on responsiveness.
    • Responsible for Preparing and providing budgetary/financial forecasts as required. Responsible for Preparing other financial reports and projections as concerns budgetary matters of the UHCC.
    • Assures accuracy of expenditures for Director's level, administrative, and support units.
    • Consults other system level offices as required.
    • Liaison between UHCC Director's and ADA Office, Program Heads, fiscal officers for allocation & budgetary questions, or other situations related to the management of UHCC fiscal matters. Provides recommendations/solutions as necessary.
    • Interpret and explain internal/external financial and budgetary reporting requirements to UHCC administrative officers as necessary - this includes grant management related questions.
    • Keeps abreast of internal and external rules, regulations, directives and procedures as they affect the Center's appropriated and extramural (or external) funds.
    • Attends meetings and prepares correspondence and directives related to financial matters for the Director and ADA for implementation within the UHCC.
    • Manage and supervise fiscal personnel, graduate assistants and/or student assistants.
    • Prepares reports based on State Legislative budgetary inquiries, including semi-annual cigarette tax revenue/expense report, and in-depth written analysis of current & projected expenditures & revenues as needed.
    • Primary contact for bond payment inquiries and funds distributions.
    • Other duties as assigned

    Educational and Professional Work Experience:


    Possession of a baccalaureate degree in Business Administration and five (5) years of progressively responsible professional experience with responsibilities for strategic planning, financial analysis and management, accounting, and possession of the following competencies in technical knowledge, critical thinking skills, communication skills, and interpersonal skills; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.


    Knowledge, Skills and Abilities:


    Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned strategic planning, financial analysis and management, accounting.

    Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with strategic planning, financial analysis and management, accounting.

    Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.

    Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

    Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

    Demonstrated ability to operate a personal computer and apply word processing software.
    For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.


    Supplemental Minimum Qualifications:
    Extensive knowledge of accepted governmental accounting principles, techniques, and fund accounting systems.
    Extensive knowledge of principles and practices of federal and other extramural funding administration.
    Thorough knowledge of the theories and practices of organization and management.
    Demonstrated ability to prepare and maintain comprehensive records and reports utilizing computerized spreadsheets.
    Knowledge of accepted standards and practices related to strategic planning and financial portfolio management.
    Experience in quantitative analysis and/or financial modeling; possess strong analytical skills.
    Ability to exercise judgement, tact, patience, and discretion in applying and explaining policies and procedures.


    Desirable Qualifications:


    Possession of a Master's degree in Business Administration with extensive professional experience with responsibilities for strategic planning, financial analysis and management.
