    Job Description

    To lead and provide strategic oversight for the Procurement and Vendor Management department including acquisition planning, contract negotiations, and contract administration/management, to include third-party risk management for Navy Federal Credit Union. To align the Navy Federal Credit Union Procurement strategy with the business strategy and advance the business strategy with strategic use of vendors.

    Responsibilities
    Provide visionary leadership and direction to the Procurement and Vendor Management department, inspiring a culture of excellence, collaboration, and continuous improvement
    Provide strategic recommendations to the COO/CEO, and senior executive leadership, regarding the organization's procurement, third-party management operations, including budget forecasting and projections, operational risk, and compliance with regulatory requirements
    Define, execute, and oversee procurement and vendor management strategy including demand forecasting, acquisition planning, procurement, and contract administration to ensure resource requirements are satisfied while driving to the best value to reach enterprise strategic goals
    Drive strategic direction for the acquisition planning, procurement, and contract administration of credit union products, services, real estate property and capital purchases; oversee vendor/contract management system to ensure products, services, and quality meet and/or exceed expectations and contract requirements; and work with stakeholders to address deficiencies in contract performance
    Establish and set long-term organizational strategy and goals, objectives, policies, and operating procedures; partner with senior managers/executives to help them meet their responsibilities for program effectiveness; implement improvements, as needed Partner with business leaders to drive ROI on strategic partnerships
    Establish credibility throughout Navy Federal, and with the Board of Directors, as an effective spokesman for their area of responsibility, and enabler, in collaboration with the business units, of financial solutions for business challenges
    Direct the execution of procurement and third-party management activities via clearly articulated governance processes ensuring compliance with legal requirements and Navy Federal policies and in conformance with external expectations as appropriate including, NCUA, CFPB, FFIEC, industry rules and fundamental principles, direct policy, and process changes in accordance with legal and external expectation changes
    Oversee Third Party Risk Management (TPRM) Program and maintain Navy Federal's Key Service Provider List; liaise with Information Security and other stakeholders to ensure enterprise data safety and integrity
    Analyze procurement vendor performance trends and Navy Federal's business plan to devise strategies for the acquisition and implementation of critical automated systems, policies, and personnel requirements, including end-of-life planning
    Collaborate with regulatory examiners and internal/external auditors; respond to inquiries and findings
    Determine and review operational risks and gaps in departmental performance, establish departmental performance metrics and benchmarks, and ensure appropriate improvements are initiated and managed
    Provide positive leadership to the Procurement and Vendor Management department through teaching, training, continuing education, employee engagement, succession planning, and mentorship programs
    Liaise with Navy Federal's external and internal key decision makers to improve organizational performance
    Review departmental effectiveness of operational processes, analyze trends, and report on opportunities for improved efficiencies
    Perform supervisory and managerial responsibilities as leader of the department
    o Set direction to ensure goals and objectives align with corporate strategy
    o Manage talent development and succession planning
    o Collaborate with executive colleagues to develop and execute corporate initiatives and department strategy
    o Oversee the preparation and execution of the department's component of the Annual Financial Plan and budget
    o Manage merit pay in accordance with specified objectives and guidelines
    Perform other duties as assigned

    Qualifications
    Extensive experience in contracting and contract/vendor management at a decision-making level that demonstrates the ability to plan, organize, coordinate, and control an organization responsible for complex procurement functions
    Significant experience in senior leadership within procurement and vendor management, demonstrating leadership ability with a focus on inspiring and motivating teams to achieve excellence
    Working knowledge with guidelines published by regulators (NCUA, CFPB, etc.)
    Extensive experience implementing strategic initiatives to support organizational objectives
    Extensive experience in driving change management and influencing organizational culture and values
    Extensive experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
    Extensive experience in managing multiple priorities independently and/or in a team environment
    Extensive experience in demonstrating thought-leadership, initiative taking, decision-making and creativity in solving business problems
    Extensive experience in identifying relevant analytical problems, determining appropriate diagnostic methods, and solving unique and complex issues/problems Advanced written and verbal communication skills, with the ability to articulate complicated concepts clearly and persuasively
    Expert skill in understanding and navigating complex interpersonal dynamics effectively to overcome challenges
    Expert analytical/quantitative, reconciliation and deductive reasoning skills
    Advanced skill leading with diplomacy and tact while maintaining appropriate assertiveness and persistence
    Expert skill in being adaptive/flexible; acquire, recognize & apply new information
    Expert skill in results-oriented leadership in a challenging environment
    Expert skill influencing and building consensus with business partners Master's degree in Business Administration, Juris Doctorate or related field, or the equivalent combination of education, training and experience

    Hours: Monday - Friday, 8:00AM - 4:30PM
