    The Department of Social and Health Services, Economic Services Administration, Community Services Division (CSD) is seeking Social and Health Program Consultant (SHPC) 3 to join our team.


    This position reports to the Business and Infrastructure Administrator (WMS Band 2) within CSD Operations, manages numerous BVS DSA, and provides technical support, as well as oversight of the BVS team.

    The BVS DSAs are for many community partners such as, State Agencies, interlocal governmental agencies, State Court systems, Commerce related programs, and community based organizations that require verification of public assistance to determine eligibility for their respective programs.

    In this role you will independently develop, implement and monitor multiple BVS access DSA's for State Agencies, interlocal governmental agencies, State Court systems, Commerce related programs, and community-based organizations that require verification of public assistance for community-based programs that clients may be eligible to receive.

    You will be responsible for ensuring all DSA comply with guidelines established by Federal, State, and private Certified Public Accountant (CPA) firms that conduct audits for community partners.


    As Lead Worker for the BVS team, the position provides leadership and maintains a working relationship with DSHS community partners.

    The expectation of this employee is to- exercise independent judgement and will have delegated decision-making authority for CSD Data Share Agreements (DSA) related to BVS access.

    In addition, this position will provide oversight of the BVS team; providing training, procedure and process reviews, auditing, and technical support for members of the BVS team.

    The lead is expected to act as a BVS subject matter expert (SME) for internal and external stakeholders, monitor Data Share Agreement compliance and performance, and renew DSAs as assigned.

    This position will also carry a partial BVS workload.

    In addition, this position will provide administrative support for the Limited English Proficiency (LEP) Program. Administrative support will include processing translation request and reconciling invoices from various Language Access providers.

    Employees assigned to a duty station in King County will receive a 5% Premium pay calculated from their base salary.


    Some of what you will do:

    • Support and monitor the work processes of the BVS team; including customer-focused approach, service delivery, support, and technical assistance. Provides technical support and hands on training for new BVS staff
    • Auditing BVS staff to ensure accurate completion of BVS agency intake, making sure annual BVS data share activities are complete and accurate, define error trends and submit reports to administrator
    • Attend meetings with Community Partners and other State Agencies who inquire about BVS access, and provide BVS demos as requested
    • Attend all meetings and committees that are BVS related and act as the Lead and Point of Contact for all things BVS related
    • Maintain the BVS SharePoint site to make sure it has up to date accurate information relate to BVS
    • Work directly with current and prospective BVS Agencies and CSD Contracts Officers to establish BVS DSA's and user access
    • Plan, develop, and manage all aspects of the BVS intake process to ensure all non-disclosure, intake forms, and contract documents are completed and submitted to the CSD Contract Officer to start execution of the DSA
    • Work with the CSD Contracts Officer to initiate DSA intake process for approved BVS agencies
    • Responsible for the ESA contracts risk assessment and development of the BVS monitoring plan
    • Research and use all tools and materials available, such as the Secretary of State Corporation Search Database to verify all potential BVS agencies, and ensure tax information, business licenses, and other business data matches, is accurate, and current
    • Manage the process for access requests and provides relevant instruction materials and guidelines for BVS users. Track and monitor data related to access requests and develop reports if requested
    Who should apply

    A Master's degree or higher in social work, a health or social science, public administration or related field, and two year's professional experience in planning, administering, developing, or delivering social, financial, health, or other public assistance programs.

    A Bachelor's degree in social work, a health or social science, public administration or related field, and three year's professional experience in planning, administering, developing, or delivering social, financial, health, or other public assistance programs.


    OR
    One year of experience as a Social and Health Program Consultant 1.

    *A degree in social work must be from an educational program accredited by the Council on Social Work Education.
