    The Air Force Office of Scientific Research (AFOSR) seeks to fill the mid-level, DO/DR-03 position of Office of Research and Technology Applications (ORTA) Specialist/Support Agreement Manager (SAM) located within the Deputy Director's Office (DD), AFOSR.

    Position duties include, but are not limited to:

    • The primary author for the AFOSR's Technology Transfer and Transition (T3) report.
    • Responsible for organizing, training, and equipping all AFOSR's technology/knowledge transfer and legal professionals on T3 processes.
    • Serves as subject-matter expert for Technology Transfer (T2) strategic plan and agreements to include development, coordination, and approval of Cooperative Research and Development Agreements (CRADAs) and Educational Partnership Agreements (EPAs), as well as the patent granting process.
    • Works directly with AFOSR leadership and staff on technology transitions for basic sciences/engineering grants, SBIR/STTR contracts, and research contracts.
    • Utilizes multidisciplinary knowledge to provide policy guidance and recommendations to develop, coordinate, and program the progress and transition of basic science research.
    • Develops and implements policies that manage, track and report on, and support development of transition plans.
    • Translates technical information and submits reports to AFRL, DAF, and OSD. Attends applicable meetings and trainings and prepares and submits annual T2 plans.
    • Establish and leads AFOSR's Royalty Program and Promotes a culture where intellectual Property (IP) is developed, documented, protected, and encouraged.
    • Identifies projects for potential transfer and collaborates with other organizations as needed.
    • Coordinates staff, leadership, legal review and required approval of all applicable agreements with appropriate offices and facilitates negotiations with collaborators regarding statement of work, rights to inventions, and patent and licensing implications.
