Qualifications GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Translating Human resources (HR) principles, concepts and practices to provide advice and guidance to management on employee and labor relations issues concerning both civil service and military positions; 2) Advising management on reorganizations, realignments, relocations, reduction and force, and transfers that impact bargaining unit employees

Recommending solutions to unfair labor practices and grievances to deal with diverse management needs that impact the organizations mission; 4) Researching obscure or underlying causes of misconduct or poor performance to assist in the determine to correct penalty or discipline; 5) Researching fact, and legal precedents to assist in crafting defensible solutions not always directly applicable

Specialized experience must demonstrate the following: 1) Interpreting Human resources (HR) principles, concept and practices to provide advice and guidance to management on employee and labor relations issues concerning both civil service and military positions ; 2) Advising on controversial or unfair labor practices, and grievances while developing strategies to deal with diverse management needs that impact the organizations mission; 3) Researching fact, legal precedents, and defining legal and factual parameters to craft defensible solutions not always directly applicable; 4) Analyzing obscure or underlying causes of misconduct or poor performance selecting appropriate penalties to ensure consistent and progressive discipline; and 5) Conducting systematic strategies to developing management interest while responding to union interest at the bargaining table that impact production/budget
