    Duties
    • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
    • Assists senior Specialist in evaluating support contractor performance through statistical sampling ensuring compliance with the terms and conditions of the contract, and to identify problems that threaten contractor performance.
    • Supports contractor personnel, property custodians, assigned equipment users, or Financial Management representatives regarding equipment management regulations and in personal property management activities.
    • Performs a full range of technical equipment management duties in areas of equipment accountability including acquisition, utilization, identification, inventory control, and disposition of equipment.
    • Assists with ensuring proper handling, identification, receipt, storage, and issue of property to maintaining operations by following all applicable JSC, NASA, and Federal regulations.
    • Contributes to utilization studies, including walk-through inspections, to identify excess property and property that is in need of maintenance or repair.
    • Assists with identification of personal property utilizing research of records, perform personal inquiries to technical, laboratory, and contractor personnel in support of survey report actions, loans/transfers and acquisitions of personal property.
    • Supports logistics services contractor input into the Agency property systems, ensuring accuracy and timeliness of transactions.
    • Expedites the transfer of property to contractors and other field centers by providing guidance and assistance.
    • Analyzes a variety of unusual problems or conditions within the equipment management area.

    Qualifications
    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    To qualify for GS-07, you must have:
    a) One year of directly related specialized experience equivalent to the GS-05 level:
    • supporting work programs to ensure full utilization of resources;
    • reviewing plans to integrate program/projects operations; and
    • utilizing current databases to monitor, input, or track various resources.
    OR
    b) Completed 1 full academic year of graduate study in an appropriate field
    OR
    c) Completed a bachelor's degree in an appropriate field and meet Superior Academic Achievement (SAA) criteria. SAA: (1) you must be in the upper third of your graduating class in the college, university, or major subdivision; or (2) you must have a 3.0 or higher out of a possible 4.0 GPA; or 3.5 or higher out of a possible 4.0 GPA based on courses completed in your major field of study during the final 2 years of the curriculum; or (3) election to membership in a national scholastic honor society
    OR
    d) Have an equivalent combination of experience and graduate study in an appropriate field

    To qualify for GS-09 level, you must have:
    a) One year of directly related specialized experience equivalent to the GS-07 level:
    • supporting work associated logistical programs to ensure full utilization of resources;
    • reviewing plans to integrate logistical support of operations in the areas of supply, service, maintenance, transportation, and/or property accountability; and
    • utilizing current logistics and financial systems to monitor, input, or track supplies, equipment, or status of funds.

    b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
    OR
    c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
    OR
    d) LL.B or J.D, if related
    OR
    e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
