    Hiring/Budgeted Salary or Hourly Range: The budgeted salary range that the University reasonably expects to pay for this position is $85,000-$92,000/yr.

    Full Salary Range: The full salary range for this position is $74,300-$134,500/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

    Working Days and Hours: Monday- Friday 8:00am-5:00pm

    Brief Summary of Job Duties:

    Under the direction of the Emergency Manager, serves as the Business Continuity Specialist and as a member of the Emergency Operations Team. Develops, maintains and implements business continuity and disaster recovery strategies and solutions, including risk assessments, business impact analyses and documentation of business continuity and disaster recovery procedures. Analyzes impact and risk to essential business functions, including information systems and vendor supply chain risks to identify resource requirements and to promote mitigations to acceptable recover options. Supports the Emergency Manager to provide coverage for the EOC and coordinate with other department staff to facilitate the delivery of services to the campus community. Serves as EH&S liaison to department safety representatives.

    Required Qualifications

    ● Bachelor's Degree

    ● Political acumen, plus demonstrated verbal and written communication skills, to communicate in comfortable and persuasive fashion, with the broad constituency of higher education (top campus leaders, deans, chairs, faculty, senior administrators, department managers, etc.)

    ● Familiarity with the organizational culture & administrative practices of higher education.

    ● Strong presentation skills to give engaging, persuasive, and effective presentations to large and small audiences.

    ● Ability to project competence and credibility in all interactions, including interactions with faculty on issues that relate to teaching and research.

    ● Active listening skills and team leadership and group facilitation skills

    ● Project management skills.

    ● Process analysis skills: Ability to determine how a process should work and how changes in conditions, operations and the environment affect outcomes.

    ● Problem-solving skills: Strong skills in identifying complex problems and analyzing and synthesizing related information to develop and evaluate options and to prepare sound and relevant proposals.

    ● Ability to partner with others to develop creative solutions and new ways of doing business.

    ● Computer skills: Word, Excel, PowerPoint, and other common computer applications. Database skills (understanding of database structure, ability to use query tools).

    Preferred Qualifications

    ● 3-5 years' experience in continuity planning, emergency preparedness, or health and safety field and in a higher education setting.

    Job Functions and Percentages of Time:

    50%- Business Continuity Planning

    Coordinate all aspects of the departmental business continuity planning program utilizing UC software tools. Conduct outreach and education to the campus community by providing outreach, education and marketing to deans, directors and chairs, giving presentations to campus leadership, departmental leadership and other stakeholder groups. Promote a culture of disaster-preparedness in all sectors of the campus. Guide departments to create Business Continuity Plans and Emergency Action Plans (EAPs) by conducting education and orientation sessions, consulting with and coaching departmental leadership and planning teams as they operate, assisting departments to analyze processes and identify critical functions, monitoring plan development progress, reviewing completed plans, providing feedback to improve plans. Advise departments in the selection and use of technologies for backup and safeguarding of documents, records, data and other materials. Assist departments in the use of planning technology by coaching campus partners in the use of the web-based UC planning tools, troubleshooting and resolving any problems that clients report when using the tools. Support departments in the use of UC Ready software. Conduct annual exercises and ensure completion of action items by designing and conducting departmental tabletop exercises and reviews of departmental readiness, tracking the status and promoting the completion of department action items, determining which action items are outside the scope of the originating department and referring these action items to other appropriate departments for completion, and negotiating solutions with and among departments. Implement and coordinate preparedness efforts that bridge multiple departments by identifying relationships and dependencies among departments and negotiating preparedness and recovery solutions when processes are shared by multiple departments. Promote readiness initiatives to leadership by identifying, designing and advocating for initiatives that will support readiness and advising campus and departmental leadership on all matters relating to the continuity of UCSB's teaching, research and public service. Write reports to summarize testing activities, including description of goals, planning, scheduling, execution, results, analysis, conclusions, and recommendations. Ensure that all campus departments perform annual reviews of their continuity plans. Monitor, coach, and assist as needed; assist departments with updating their recovery procedures and plans.

    35%- Emergency Management

    Coordinate and manage the staff of the campus Emergency Operations Center (EOC), assist with activation and setup of the EOC, provide staff support to section leaders, and assist with the development of campus incident action plans (IAP's). Acts as the Planning Section Lead. Represent the campus at Santa Barbara County EOC as needed. Coordinate with campus constituents to test, drill and maintain emergency communication systems to ensure effective communications during a disruptive event. Assist Emergency Manager in coordinating monthly emergency radio and satellite phone drills and quarterly emergency communication drills. Assist in the development of, and maintenance of the campus Emergency Operations Plan (EOP). Provides guidance, training, and assistance to departments in developing their Departmental EOP. Assures compliance of plan with regulatory requirements. Perform as an administrator for the UCSB instance of Web EOC or other like system. Provide technical expertise and training to other EOC members in the use of software tools. Assist in the development of, plan and conduct EOC disaster exercises to test the adequacy of existing recovery plans and strategies. Identify, design, develop, and recommend continuously improving ways to perform all of the above functions. Assist with post-implementation analysis to measure the effectiveness of programs and processes. Identify and develop, recommendations on campus building evacuation drills. Serves as the secondary campus representative to cultivate and maintain partnership relationships with city, county, and statewide public and private agencies or organizations responsible for emergency planning and response. Assist the Emergency Manager to Coordinate and integrate campus plans into broader regional emergency framework including the Red Cross, Federal Emergency Management Agency (FEMA), Federal Office of Homeland Security, and California State Office of Emergency Services. Assist the Emergency Manager to coordinate planning and communication with the Office of the President and participate in systemwide policy and guideline development and implementation. Campus CERT (CERT) Coordinator: Assist Campus Emergency Manager with CERT program. Engage CERT members in developing, maintaining and testing basic disaster response skills and other response skills such as emergency evacuation, traffic control, shelter operations, and EOC support functions. Assist in development and implementation of CERT deployment policies, protocols and team member standards. Coordinate CERT members' involvement in providing volunteer assistance at large UCSB events. Provide administrative coordination of CERT members including recordkeeping, grant management and volunteer communications.

    10%- Department Safety Liaison

    Serve as primary EH&S liaison to Department Safety Representatives (DSRs). Develop, schedule and coordinate DSR training activities, including annual group and individual orientation sessions, to ensure DSRs understand the scope of their responsibilities including: communicating safety issues to department staff, ensuring staff have received training on general safety responsibilities, maintaining a department safety bulletin board, including posting of mandatory OSHA posters, performing department emergency preparedness activities, and, as needed, assist with building evacuations, reporting department emergency status to the EOC, and relaying emergency information to department personnel. Coordinates training presentations with EH&S subject matter experts. Serves as UCSB/EH&S representative in the Systemwide Education Workgroup (STEW) Researches, evaluates, and develops effective training resources with UC EH&S Training Managers. Perform periodic inspection of campus safety bulletin boards to ensure OSHA compliance. Maintain DSR section of UCSB EH&S website.

    5%- Serves on the EH&S Emergency Response Team

    Serves on the EH&S Emergency Response Team to provide assistance in emergency situations, particularly those related to shop, physical plant and general campus injuries. Don protective equipment as needed, including self-contained breathing apparatus. Services on rotating one-week 24-hour emergency on-call procedure for campus hazardous materials emergencies. While on-call is prepared to be first responder to afterhours hazardous materials emergencies in order to evaluate, prioritize and coordinate the EH&S response.
