    Summary



    This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations, Inspections and Compliance Directorate, Office of Commercial Vessel Compliance, Flag State Control Division, Washington, DC.



    Duties


    As a Marine Transportation Specialist you will serves as a subject matter expert in the development, maintenance and interpretation of Coast Guard laws, regulations, policies and procedures relating to the auditing and oversight of Third Party Organizations (TPO) or Recognized Organizations (RO) involved in the alternate vessel inspection programs. CVC-4 manages the oversight of TPOs and ROs that have been delegated authority to perform statutory certification and services on behalf of the Coast Guard and U.S. flag in accordance with International Maritime Organization (IMO) instruments and U.S. laws and regulations.

    Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

    • Serving as a subject matter expert with regard to the Coast Guard's third-party oversight program, vessel alternate inspection programs, International Safety Management (ISM) Code, and ISO 9001 standards for Quality Management Systems.
    • Providing recommendations, advice and guidance to governmental and industry leadership, as well as Prevention Directorate staff and Coast Guard field personnel regarding auditing and oversight of U.S. vessels, operating companies and Third-Party Organizations (TPO) and Recognized Organizations (RO) ROs in alternate inspection programs.
    • Drafting legislative change proposals, regulations and the appropriate policy directives necessary for the implementation and management of the alternate inspection and third-party oversight programs.
    • Developing Agency decisions relative to commercial vessel inspection to include appeals of leadership decisions or compliance regulations.
    • Conducting or observing vessel inspections and audits of commercial domestic vessels.
    • Preparing and delivering lectures and training sessions on compliance and enforcement of commercial vessel standards and third-party schemes to Coast Guard field inspection personnel.
