    Minimum Qualifications - Education and Experience

    • Bachelor's degree in engineering, construction management or a related field.
    • Five (5) to ten (10) years' of Construction or Project Management related experience including 5 year of managerial and/or supervisory experience.
    • Experience managing projects up to $500,000 to $1,000,000.
    • Valid Georgia driver's license
    Preferred Qualifications

    • Master's degree in engineering or related area
    • 10 plus years of Construction or Project Management related experience
    • Engineering licensure or professional certifications applicable to the position
    • Project Management Professional (PMP) certification

    Summary of Duties

    Project Manager II is responsible for more complex transportation engineering work involving project planning, development and design; coordinating construction, transportation/traffic and/or maintenance operations.

    Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work involves regular contact with governmental officials, City staff, vendors, contractors, and the public, and private sector agencies.

    This position requires an experienced, professional capable of carrying out complex assignments typical of the profession with limited guidance or review.

    This level would be considered a promotional level and attainable by any incumbents in a work group who demonstrate the necessary knowledge, ability, and performance.

    Supervision Received
    Works under very general supervision. Employees at this level perform work independently on assignments.
    Major Duties and Responsibilities

    • Reviews contractors' daily journals for comparison to inspectors' daily journals for accuracy and congruency to avoid any conflicts when contractors are preparing applications for payment to the City for delivered work
    • Plan review design, development of layouts, sketches, plans, specifications, estimates and contracts
    • Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications, or special provisions.
    • Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
    • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
    • Negotiates fees, scope of work and monitors consultant design contracts.
    • Makes on-site engineering reviews, analyses, tests and provides technical support.
    • Attends and reports on cost, project status meetings, prepare bi- monthly, monthly & quarterly program and project cost reports.
    • May supervise assigned staff
    • May perform other duties as assigned.
    Decision Making
    Applies organizational policies. Selects from multiple procedures and methods to accomplish tasks.
    Establishes work methods, timetables, performance standards, consistent with The Moving Atlanta Forward strategic delivery plan.
    Leadership Provided
    Typically has formal project management and/or skills development responsibilities.
    Knowledge Skills and Abilities

    • Knowledge of principles and practices of project management including scope development and tracking, organization planning, scheduling, budgeting, risk management and conflict management.
    • Knowledge of surveying, engineering, and construction methods;
    • Knowledge of planning, engineering design, and project management.
    • Skill in Excel, and other technical software in order to create well-structured documents, reports, spreadsheets, presentations, proposals and other documents;
    • Skill in project management software
    • Skill in preparing effective and strong oral and written communication;
    • Skill in reading, interpreting, and producing legal documents such as legal descriptions of property.
    • Ability to demonstrate quality control standards (E.g. ISO 9001)
    • Ability to maintain effective interpersonal relationships at all organizational levels and with the public;
    • Ability to demonstrate tact and diplomacy when dealing with difficult or sensitive situations;
    • Ability to work effectively, as part of a team to ensure team and business goals are met effectively and efficiently;
    • Ability to work independently when required, working effectively without supervision;
    • Ability to maintain effective interpersonal relationships at all organizational levels and with the public.
