Duties * Ensure the integration of non-material lCB (Institutional Capacity Building) efforts into SC (security Cooperation) plans. * Serve as the ICB Program Analyst and planner for (SC) concept design, partner nation assessments, and initiative design.

* Recommend a sequenced and integrated set of non-material and material assistance to collectively develop capability and capacity across a nation's interconnected security sector institutions * Perform quantitative and qualitative analysis to monitor the effectiveness of ICB/SC efforts associated with training and equipment.

Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* Obtain and/or maintain a top-secret security clearance. * Mandatory Drug Test is required.

* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

* Work may occasionally require travel away from the normal duty station on military or commercial aircraft. * Must attain DoD Security Cooperation Workforce (SCW)

Expert Proficiency Level Certification w/in 2 years of employment and complete 80 hours of continuing education every 2 years. * Note:

Certification requirements are IAW the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Security 384 and Security Cooperation Certification Program 2.0 requirements.

Specialized Experience:
One year of specialized experience which includes 1). Conduct program analyses to provide recommendations regarding the realignment of program resources among SC (Security Cooperation) stakeholders; 2). Process validated requirements for services and non-material solutions to assist partner nations; 3). Research procedures to enhance productivity within administration and execute logistical operations; and 4). Develop comprehensive performance monitoring indicators to track progress to the final success of the organizational mission.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
