    Responsibilities

    The FAA's System Engineering and Technical Innovative Solutions (SETIS) portfolio willprovidea broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA toaccomplishits National Airspace System (NAS), Mission Support and other aviation-relatedobjectives.

    This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA's Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:

    • Systems engineering and integration,
    • Investment and business case analysis,
    • System acquisition program planning and management,
    • System development and implementation planning and management,
    • System Life Extension Program/Technical Refresh planning,
    • Program and contract management,
    • Forecasting and business/financial/information management

    In addition, the candidatewill be involved inAviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures.

    Responsibilities:

    • Conductcomprehensive system-wide review and analysis of all aspects of the NAS development life cycle, particularly the Air Traffic Control (ATC) system, including ATC automation, communications, and navigation and surveillance elements of the NAS.
    • Provideexpertisein the transition of legacy systems to modernized systems.

    Required Qualifications

    • Knowledge of FAA's Acquisition Management System processes and productsdesirable;
    • Knowledge ofNAS Enterprise Architecturedesirable;
    • Applied experience usingSystem Architect,DOORS, CORE,andCameohighly desirable;
    • Experience in integrating new systems into the National Airspace System (NAS)desirable;
    • Demonstrated technical leadership in FAA's NAS modernization programsdesirable;
    • Requirementsdevelopmentin the federal government space;
    • Function identification, modeling, decomposition, analysis and needs identification;
    • Model Based System Engineering/Digital Engineering;
    • Performance modeling,analysisanddetermination;
    • Availability, safety, and security requirement determination;
    • Configurationmanagement,alternatives identificationandanalysis;
    • Systems architectures in support of the overall Enterprise Architecture;

    Educational and Experience Requirements:

    Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

    Level 6

    • 0-2 years of relevant experience and a Bachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $61,600 - $107,800

    Level 5

    • 2-6 years of relevant experience and a Bachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $61,600 - $130,400

    Level 4

    • 6-10 years of relevant experience and a Bachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $90,300 - $158,000

    Level 3

    • 10-15 years of relevant experience and aBachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $90,300 - $190,900

    Level 2

    • 15-20 years of relevant experience anda Bachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $109,100 - $231,000

    Level 1

    • 20+ years of relevant experience and aBachelor's Degree in engineering(civil, electrical, electronic, chemical, industrial, mechanical, aeronautical, systems or computer) or Physical Sciences (e.g., mathematics, physics) is required.
    • 10 years of relevant experience may be substituted for theBachelor'sdegree.
    • Master's Degree in related field may be substituted for bachelor's degree and 3 years' experience.
    • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
    • Compensation: $132, ,000

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
