    Position Summary

    Metro's Planning, Development and Research department convenes people across the greater Portland region to think about the future of transportation and land use. Metro manages the that separates urban land from rural land in the Portland region and works with communities to plan for future population growth and meet needs for housing, employment, transportation and recreation. This includes planning for major transit investments and supporting transit oriented development, local land use planning, community and economic development through grants and partnerships.

    Metro serves as the Metropolitan Planning Organization for the metropolitan area that includes Clackamas, Multnomah and Washington County. As an MPO, Metro with cities, counties and transportation agencies to decide how to invest federal highway and public transit funds within its service area. It creates a long-range , leads efforts to expand the public transit system and helps make strategic use of a small subset of that Congress sends directly to the MPO.

    Metro's P,D&R department also serves as the regional clearinghouse for land information and coordinates data and research activities with government partners, academic institutions and the private sector. Metro's Research Center provides:
    • independent, reliable spatial data and science-based research
    • custom mapping and analysis
    • travel demand and air quality modeling and analysis
    • economic and land use forecasting
    The Planning, Development & Research Department is looking for a Land Use Planning Intern to support Metro staff preparing for the large effort of updating the 2040 Growth Concept by evaluating the existing concept, researching trends, and interviewing local planners and community leaders. This intern's reports and presentations will help Metro planning staff understand the strengths of the existing concept and what could be considered in an update.

    One example of this foresight is the 2040 Growth Concept, a long-range plan that reflects input given by thousands of Oregonians in the 1990s and adopted by the Metro Council in 1995. After almost 30 years have passed since the original adoption, it is time to revisit that plan. With so much having changed, this is an opportunity to reflect on the parts of the vision that we want to preserve and identify the places to adapt to better serve the community of greater Portland today and into the future.     As the Land Use Planning Intern you will
    • Read and understand the , the and associated planning documents
    • Research planning trends and write reports
    • Conduct interviews and manage surveys to learn from city and county staff or local interest groups
    • Organize a central folder of notes and feedback collected from different sources to understand common themes and priorities
    • Work closely with Metro's land use planners to research, evaluate and document the concept's accomplishments and identify opportunities for modernization
    • Contribute to the production of a story map explaining the 2040 Growth Concept and how it has benefited the region

    Minimum qualifications
    • Bachelor's degree or certification; AND
    • One year of relevant experience; OR
    • We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.
    • Flexible schedule from 10 to 40 hours per week up to a total of 550 hours in a one year period;
    • Ability to work in person at the Metro Regional Center one to three days per week.

    Hybrid Telework
    At this time, this position is designated as "hybrid telework." You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro

    You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.
    • Familiarity with urban systems (planning, economics, community organizing, etc.)
    • Experience with Excel
    • Experience with ArcGIS StoryMaps or other interactive online tools
    • Experience with community engagement, particularly small-scale outreach like interviews and focus groups

    COMPENSATION, BENEFITS AND REPRESENTATON
    The full-salary range for this position is step 1 $20.20 per hour to step 3 $24.00 per hour. However, unless a candidate's qualifications justify, based on the requirements and Metro's internal equity review process, the appointment will likely be made between Step 2 $22.00 per hour to the equity range Step 3 $24.00 per hour.

    This position is eligible for overtime and is non-represented. It is classified as an Intern.
