    PROJECT MANAGER

    Project Summary:

    GSA intends to construct projects: Project 1 and 3 (lab Rm 1105 cabinet replacement and N2 project) and Cooling Tower Replacement.

    The U.S FDA Southwest Pacific Laboratory is a multi-functional laboratory performing predominantly import work in FDA's foods, drugs, cosmetics, veterinary feeds, and medical devices program areas.

    The lab is organized functionally in two main branches:
    Microbiology and Chemistry.
    Project - The existing cabinets in rm 1105 are in poor condition and need to be replaced.
    Project - The N2 system is undersized and is in need of being replaced/upgraded.

    Construction of Cooling Tower:
    The cooling towers are in poor condition and are in need of being replaced.

    As a Project Manager (PM) for our client, representing the General Services Administration (GSA) and the Food and Drug Administration (FDA), you will be responsible for:

    Project Management

    The applicant's general background shall include, but not be limited to; contract management and administrative support; cost estimating, value and schedule management; laboratory mechanical systems; construction administration; and commissioning services.

    The project is a collaborative design build delivery approach with our client serving as the Construction Management Advisor (CMa) and Commissioning Provider (CxP) on the project.

    The Project Manager is expected to have a background in laboratory and mechanical retrofit projects.
    The PM must work in concert with the other parties of the Project Delivery Team.

    The Project Delivery Team includes other client support staff, the Design Build Contractor (DB), GSA personnel, and other customer agency representatives, and other stakeholders.

    The PM shall have experience with Laboratory design and construction projects.
    The PM shall have extensive knowledge in commissioning testing and services.

    PM is responsible for providing the management, quality control, and administrative tasks needed to perform the services in an expeditious and economical manner.

    PM shall assist the federal government to achieve its goals with respect to the project's schedule, budget, scope and quality while performing all the work in accordance with all environmental requirements.

    Coordinate and standardize the administration and management reporting and procedures with the program level requirements.

    The PM shall monitor the coordination interface between on-site operations and the construction work and be available to resolve any problems.

    This will include on-site aspects of coordination and communication involving all stakeholders.

    Change Orders:
    The PM shall assist in the administration and processing of changes to construction contracts.

    The PM shall provide daily progress reports to describe and summarize the activities and progress of the week, highlighting areas of concern, making recommendations for corrective action.

    The PM shall lead weekly project status meetings and maintain accurate meeting minutes.
    The PM shall coordinate the Request for Information (RFI) process.

    The PM shall establish with the construction contractor a procedure for the development and the maintenance of the required "As-Built Documentation.

    The PM shall perform Quality Assurance duties such as witness inspections per the project specifications.


    Qualifications:

    BS in Mechanical or Electrical Engineering or Construction Management or equivalent experience with at least 8 years related work experience in laboratory design and construction related projects.

    Good technical writing, analyses and communication skills as well as be independent and resourceful.

    Must be proficient with Microsoft software, maintaining and interpreting construction schedules, including critical path, understanding equipment/material lead times, and interdependency of various discipline/trade tasks.

    10-hour OSHA construction safety training is preferred.
    Excellent communication skills including writing and verbal are required.

    Applicant will represent the interests of the government in a professional manner and ensure quality work while maintaining good relationships with contractor as well as GSA staff.

    Must be familiar with Microsoft Excel, Word, and Project; and uploading and transferring documents on Sharepoint, Procore or similar project management platforms.

    Professional Mechanical Engineer is preferred but not required.
