    Job Overview

    Chugach is seeking a Subject Matter Expert IV (Technical Project Manager) to support the US Coast Guard IT Services team and provide day-to-day IT program support to NIWC. The position requires an experienced Technical Project Manager expert to support the project. Occasional travel may be required.

    Responsibilities

    • Plan and implement enterprise level IT projects ensuring all projects are delivered on-time, within scope, and with high quality.
    • Assist in defining project scope, objectives and deliverables involving all relevant stakeholders while ensuring technical feasibility.
    • Develop detailed project plans to monitor and track progress and deliverables sharing project plans with stakeholders and taking ownership of updating and improving tracking mechanisms.
    • Manage changes to project scope, project schedule, and project costs using appropriate verification techniques.
    • Promote and maintain communication between the project team and project sponsor and other relevant stakeholders.
    • Propose and manage new mechanisms to improve project workflow efficiencies proactively identifying points of weakness and inefficiency working with project leads to identify solutions.
    • Measure project performance using appropriate tools and techniques reporting project progress as well as problems and solutions to stakeholders and escalating as needed.
    • Perform risk management to minimize project risks creating and maintaining comprehensive project documentation.
    • Track project performance to analyze successful completion of short and long-range goals identifying delays and proposing solutions to prevent future delays while improving overall delivery schedule.
    • Continuously improve the project management toolkits and methodologies used recommending IT strategies policies and procedures by evaluating organizational outcomes identifying problems evaluating trends anticipating requirements.
    • Develop spreadsheets diagrams and process maps to document needs evaluate and assess results of completed projects.
    • Meet budgetary objectives and adjust project constraints based on various analysis ensuring customer satisfaction through project debrief with clients.
    • Document all estimates project statuses and project completion paperwork.

    Job Requirements

    • Mandatory U.S. Citizenship.
    • BS Degree in Business or engineering.
    • Five (5) years of relevant work experience as a Technical Project Manager.
    • Two (2) years of business analyst experience.
    • Four (4) years of DoD Experience.
    • CAPM Certification.
    • Ability to obtain and maintain SECRET Security Clearance.
    • Must be able to successfully pass a pre-hire background check and drug test.
