    Department Summary

    The Office of Contract and Grant Administration (OCGA) is a part of the Office of Research Administration (ORA) and supports the $1 billion annual research program at UCLA. Under delegated authority from the University of California Office of the President, and the UCLA Chancellor, the Office of Contract and Grant Administration (OCGA) has institutional authority to solicit, accept, and execute research agreements for government and non-profit sponsored project activities. OCGA has primary responsibility for the interpretation of University-wide and campus policy, sponsor guidelines, and applicable federal and state laws and regulations related to sponsored activities.
    Position Summary

    The Senior Contract & Grant Analyst provides guidance to UCLA faculty and staff in proposal development and award management, reviews and authorizes the submission of electronic and paper proposals, and negotiates, accepts and executes moderately complex contract and grant awards from government and non-profit sponsors. Institutional administration for a portfolio of routine and non-routine research, public service and training of pre-award and non-financial post-award activities supported by government (federal, state, county and municipal) and non-profit entities (foundations, educational institutions, research organizations) for campus departments. While delivering excellent customer service, primary responsibilities include but are not limited to: 1) communicate complex policies and procedures in a helpful and professional manner to campus investigators and department support staff to address questions regarding existing contracts and grants; 2) independently review proposals and/or negotiate moderately complex, grants, subgrants, and/or others as assigned 3) initiate review of contracts and subcontracts and 4) develop and participate in assigned special projects and collaborate and support training efforts for junior staff members. This position has delegated signature authority by the Regents of the University of California and operational policies under the current threshold based on direct costs. The Contract & Grant Senior Analyst is expected to professionally represent OCGA demonstrating skill, enthusiasm, positive problem solving, commitment and loyalty to the profession and the organization. Based on the organizational structure of OCGA there are three main areas of responsibilities. This position will have primary focus of responsibilities in one of the following areas assigned: Contracts & Grants. Involves administrative support to the team responsible for negotiation and management of contract and grant proposals, awards and non-financial post-award activities. Outgoing Subawards. Involves administrative support to the team responsible for drafting, negotiating and executing third party agreements where UCLA is the prime grantee / awardee. Including non-financial post-award activities. Proposal & Award Intake Team. Involves administrative support in the receipt, review, tracking and communications (internal and external) for all proposals and awards. The Senior Contract & Grant Analyst reports directly to the Team Lead who reports to the Assistant Director and is expected to work independently under limited guidance. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.     Qualifications

  • 5 or more Years Experience in a related field or equivalent education with transferrable skills/knowledge. (Required)
  • Strong computer skills and ability to use applications supporting campus administrative processes, including the current version of Microsoft Suite and electronic research administration systems. (Required)
  • With assistance as needed, experience and ability to conduct detailed review of contract and subcontract proposals. (Required)
  • Highly developed problem-solving skills to identify concerns / issues in procedures and business processes; isolate detailed causes of the problem and provide possible solutions. (Required)
  • Independently manage and prioritize daily portfolio using automatically delivered work list reports to meet fixed sponsored deadlines in compliance with internal timelines, processes and procedures. (Required)
  • Solid written and oral skills to sufficiently compose written documents and to clearly communicate concepts and procedures to individuals at various knowledge levels. Balance listening and speaking. (Required)
  • Demonstrated ability to act as a mentor and a positive role model of enthusiasm, constructive problem solving, commitment and loyalty to the profession and the organization. (Required)
  • Ability to contribute to process improvement (e.g. work groups, business process, new tools, etc.) to achieve efficiencies in office-wide operations and/or in service to the campus research community. (Required)
  • Effectively deliver on-going training and guidance to junior staff to continually develop advanced skills and successfully navigate processes, procedures, and policies to meet operational standards. (Required)
  • Solid working knowledge of Intellectual Property (IP), Jurisdiction and Governing Law terminology and concepts as well as all other contractual constraints. Proficient understanding of technical and financial deliverables, and complex sponsored project terminology. (Required)
  • Demonstrated experience and ability to identify and resolve complex issues in standard and non-standard awards and subawards that could include but are not limited to: NIH Research Training T32 series, NIH U01 Cooperative Agreements, Program Project and Center Grants (P series), National Science Foundation (NSF) complex grants, NASA complex grants, DOD, DOE, DHHS, DOJ, FFRDC, institutional training grants, bilateral Foundation Agreements, National Labs, Federal Demonstration Project (FDP) subagreements, Government Clinical Trials (CTs), , subawards and Interagency Personnel Agreements. (Required)
  • Solid working knowledge of academic research values, priorities and expectations, familiarity with University culture. Ability to understand and apply goals of the Office of Research Administration and its organizational functions, grasp sophisticated and/or complex ideas and issues, and discern implications of various actions. (Required)
  • Solid skill and competence in negotiating standard and non-standard sponsor project agreements with the understanding of the consequences of acceptance or denial; identify key issues and propose alternative language that is mutually acceptable for both parties; analyze all clauses and reach solutions, while protecting the high priority interest of the University. (Required)
  • Proven interpersonal competence to maintain positive and effective interactions, demonstrating respect for the views of others, and to be helpful, cooperative and professional with all levels of faculty, staff and non-University entities. Treat others with dignity and foster the value of diversity and inclusion. Demonstrate tact and diplomacy in all interactions. (Required)

  • Demonstrated working knowledge of current federal, state and local regulations, university policies/procedures, sponsor guidelines and terminology (e.g. OMB Uniform Guidance, ((UCOP and UCLA Contract & Grant Manual, UC and UCLA Policies, and State of California Rules and Regulations) pertaining to extramural research in the context of a large institution of higher education with a medical center.
