    The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area.     The Regional Transportation Planner/Analyst position will be filled at either the Assistant or the Associate level depending on the candidate's prior work experience and job knowledge/expertise. This position is in the Regional Planning Program (RPP) section serving MTC and ABAG. This recruitment effort seeks top quality applicants with excellent communication skills and who excel in project management, problem-solving, analytical thinking, and who have a proven ability to foster collaborative relationships with partner agencies.

    Under the general direction of the Principal Planner, the Regional Transportation Planner/Analyst will work closely with other staff from the Regional Planning Program and external county transportation agencies and Caltrans staff.

    Specifically, this position will be responsible for:

    1. Policy and Planning Analysis: Analyze federal and statewide transportation rulemaking, policies, programs, and plans, and assess their impact on regional planning initiatives. Play a key role in shaping and communicating our organization's stance on these crucial initiatives.
    2. Regional Planning Support: Lead and/or support major regional planning initiatives, including the development of "Plan Bay Area" and goods movement planning.
    3. Program Management: Spearhead the creation and implementation of guidelines for local transportation planning programs (such as Community Based Transportation Plans), actively managing programs to ensure adherence to these guidelines, reviewing work scopes, monitoring planning processes, and adjusting guidelines as necessary.
    All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

    The ideal candidate will have the following knowledge, skills, and abilities:

    Project Management
    • Demonstrated proficiency in guiding transportation planning projects from inception to completion, with a record of effectively leading and supporting collaborative efforts and adapting to shifting priorities.
    • Outstanding organizational skills with a capacity to manage multiple concurrent projects, coupled with the agility to adjust seamlessly to changing deadlines and project demands.
    Analytical / Problem Solving
    • Proficient analytical and problem-solving capabilities, evidenced by the successful navigation of complex transportation planning challenges and strategic evaluation of policy impacts.
    • Solid foundational knowledge in transportation planning and the capability to analyze and understand large, complex datasets for planning and policy decision-making.
    Communication
    • Superior written and verbal communication skills, adept at clearly interpreting and explaining complex, technical topics to a variety of audiences, and crafting presentations and memos that resonate with both technical and non-technical stakeholders.
    Collaboration
    • A history of building and maintaining strong working relationships with a variety of staff and/or partner agencies, showcasing the ability to communicate effectively and work towards common goals.
    An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

    Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration. A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

    ASSISTANT PLANNER/ANALYST
    Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

    ASSOCIATE PLANNER/ANALYST
    Experience:Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

    License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

    Under the general direction of the Principal Planner, specific duties and responsibilities include, but are not limited to, the following:

    Policy and Planning AnalysisMonitor federal and statewide planning rulemaking (e.g., federal transportation authorization bill "Metropolitan and Statewide Planning Rules", California Transportation Commission's Regional Transportation Plan Guidelines, the California Air Resources Board Sustainable Communities Strategy Guidelines).Represent RPP in federal and statewide planning efforts (e.g., the federal Transportation Performance Management program, the California Transportation Plan, California's Climate Action Plan for Transportation Infrastructure (CAPTI), Caltrans System Investment Strategy (CSIS), California's Scoping Plans to achieve carbon neutrality, and Comprehensive Multimodal Corridor Plans).Write and edit internal and external memoranda and policy briefs.Assist in federal performance target setting.General Planning SupportSupport the ongoing collection and management of regionally significant project assumptions, including scope, costs, schedule, and funding, and other inputs required for travel demand modeling or other evaluation tools.Assist in the development of the investment strategy for Plan Bay Area, including coordination with MTC's Funding Policy and Programs staff on revenue forecasts and needs assessments, coordination with staff and project sponsors on managing regional calls for projects, and development of investment strategy options and trade-offs.Assist in the development of performance goals and targets for Plan Bay Area, including analysis of historical trends in transportation, land use, economy and environment.Assist with the agency's regional goods movement planning efforts, including coordination with the Bay Area's county transportation agencies, Caltrans, Ports, and rail operators.Write and edit internal and external memoranda and policy briefs.Respond to internal or external requests for information and/or analysis of transportation trends or future conditions.Develop and deliver visually appealing presentations for internal and external audiences.Prepare reports and presentations for MTC/ABAG advisory groups and committees.Prepare meeting materials and take notes at stakeholder meetings with other agencies and/or advocacy organizations.Community-Based Transportation Planning (CBTP) Program ManagerCoordinate with county transportation agencies and review CBTP work scopes for CBTP plans to ensure consistency with CBTP Program guidelines.Monitor CBTP planning processes and implementation progress.Engage in planning processes, as needed.PDN-9be58f0d-9fd3-44f1-8d7e-c88625f62423
