    The mission of the Department of

    Public Instruction:


    The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.


    The North Carolina Department of Public Instruction is seeking applicants for a Psychometrician for our Office of Accountability and Testing, Psychometric and Test Design Section.


    The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 3-12 and the school accountability program.

    To accomplish its mission, the office is comprised of four sections:
    Psychometric and Test Design, Testing Policy and Operations, Test Development, and Analysis and Reporting.

    The work of the office is organizationally and technically complex and requires the application of statistics, research and designs methods, and logistical planning and execution daily.

    Administrative and policy decision-making at the levels of the U.S. Department of Education, U. S.

    Congress, the North Carolina General Assembly, the State Board of Education, and the Department of Public Instruction directly and indirectly impact the office's activities and its operations on a routine basis.

    The office's work encompasses highly sensitive and confidential information/data as the assessment program generates results for individual students, teachers, schools, and school districts in the state for grades 3-12.


    This position collaborates with the test development team to lead the design, construction, and maintenance of technically sound assessments for the North Carolina end-of-grade (EOG) and end-of-course (EOC) tests in grades 3-8 and high school and the associated alternate assessments (NCEXTEND1) by applying adequate psychometric procedures that will result in high quality and reliable state assessments that are used to make valid interpretations about students' performance as required by state and federal statutes.

    This position is also responsible for analyzing student test data, writing, publishing, and maintaining technical reports for all state assessments which details the full test development, assembly, analysis, and scoring procedures to support the department assessment peer review submission to the U.S.

    Department of Education. Additional duties as assigned.

    Hybrid schedule is available per supervisor approval.

    • Demonstrated educational training and/or experience in psychological measurements, large scale educational testing and/or research.
    • Demonstrated experience with statistical programming skills (Ex. SAS).
    • Demonstrated experience interpreting test measurements and/or technical ideas and concepts.

    MANAGEMENT PREFERENCES:

    • Working knowledge of SAS programming.
    • Working knowledge of Item Response Theory software such as IRTpro.
    • Ability to communicate effectively both orally and in written form.

    Master's degree in Tests and Measurement, Education Research, Education/Quantitative Psychology and Statistics, or Statistics, from an appropriately accredited institution and three years of directly related experience needed to perform the work; or an equivalent combination of education and experience.
